The Virginia Department of Health Profession's (DHP) mission is to ensure safe and competent patient care by licensing health professionals, enforcing standards of practice, and providing information to health care practitioners and the public.

This position conducts or participates in financial analysis and forecasting, internal and external budget development, budget execution activities, and coordination of financial and management reporting for review by the Chief Financial Officer. The position is responsible for the ongoing revenue and expenditure projections for each fund, account and board, and the annual six-year revenue projections for DPB. The position will assist with General Assembly fiscal impact calculations, with internal budget development, and payroll certifications as needed. Serves as back-up for the Chief Financial Officer for matters related to the external budget process, meeting Department of Planning and Budget requirements, cost system reporting, and projections.

Minimum Qualifications

• Extensive financial analysis skills and abilities
• Demonstrated financial and management reporting experience
•Demonstrated ability to analyze complex and large amounts of data and derive accurate conclusions,
devise solutions and communicate clear recommendations
• Demonstrated ability to forecast and make projections using financial and operational data using various methods, including statistical knowledge and techniques
• Demonstrated knowledge of budgeting and generally accepted accounting principles, practices and procedures in accordance with applicable federal and state laws and regulations
• Demonstrated knowledge of automated information systems and computer applications, particularly in a financial environment, and ability to analyze and prepare budgets and reports covering financial revenue and expenditure data using spreadsheets and database software
• Ability to effectively manage multiple projects simultaneously and complete them on time and accurately
• Knowledge and practical understanding of cost allocation principles and methodologies
• Demonstrated ability to communicate effectively, both orally and in writing, with all levels of management, staff, board members, licensees, and the public and make effective presentations to high-level stakeholders that may not possess strong financial knowledge
• Demonstrated proficiency in Microsoft Office products, particularly Excel.

Additional Considerations

• Experience as a financial analyst, budget analyst or senior accountant, or similar role
•Experience with state appropriation and expenditure requirements related to non-general funds
•Considerable budgeting and/or analytical experience at a senior level in a public sector financial environment
• Experience with the State's financial management system, Cardinal, and the state’s budget system (PBS) and requirements
