Job Duties
The mission of the Virginia Department of Emergency Management is to provide leadership in the effort to protect Virginia from the impact of emergencies and disasters. Planning and coordination of state, local and federal entities to accomplish effective and timely recovery efforts. The agency serves as first response to disaster declarations from the Office of the Governor of Virginia.
VDEM's 9-1-1 and Geospatial Services (NGS) Bureau consists of the Public Safety Communications (PSC) Division, the Virginia Geographic Information Network (VGIN) Division and the Regional Outreach Division. The NGS Bureau provides the delivery of geospatial and public safety services to local and state government customers. Its responsibilities fall into three categories: public safety support, geospatial support and regional outreach. As defined in the NGS Bureau strategic plans, the Regional Outreach Director is responsible for the regional outreach program and support of the NGS Bureau Chief in the operations of the bureau which includes supervision of the NGS regional coordinators, management of the NGS strategic plans, work plan, performance measures and task assignments, and development of NGS process documentation.
All VDEM employees are designated as essential personnel and may be required to work during emergency situations, such as
inclement weather, and natural or man-made disasters/events as directed. This may require irregular work hours, work at locations other than the official duty station and may include duties other than those specified in the employee’s official EWP.
Minimum Qualifications
- Extensive knowledge of geographic information systems (GIS) and public safety
communications systems.
- Knowledge of current 9-1-1 industry trends and state of the art GIS technologies and
capabilities.
- Demonstrated ability to: analyze technology-related issues, develop solutions and
recommend appropriate action.
- Ability to supervise, both in-person and remotely, and individuals engaged in multiple tasks.
- Ability to draft plans, policies, standards and guidelines.
- Ability to work effectively with agency leadership, state and local
managers and staff, policy boards, and other, non-governmental groups.
- Ability to work collaboratively in a team environment.
Additional Considerations
- General experience in governmental operations and budgeting, and/or public sector
applications of information technologies are highly desirable.
- Must have a Valid Driver's License

The salary for this position is negotiable up to the maximum hiring range listed in this posting. Offers will not be made outside of the hiring range. This is a restricted position due to the funding source.
