Job Duties
The Virginia Department of Fire Programs enhances public safety in the Commonwealth by providing supplemental funding, training, fire prevention and life safety education, along with statewide fire code enforcement. The organizational objective is to plan, establish, maintain, improve, and promote public safety in the Commonwealth.
The role of the Lead Accountant will be responsible for but not limited to ensuring the accurate and timely processing of salaried and wage payrolls; also travel and expense reimbursement vouchers in accordance with DHRM, DOA, and DFP policies and procedures. The candidate will have experience in reconciling accounting records; updating and implementing state, federal, and agency regulations/policies/procedures; and resolving payroll accounting problems.
This position will act as a working supervisor, ensuring the accurate and timely processing of salaried and wage payrolls and travel vouchers in accordance with DHRM, DOA, and VDFP policies and procedures. This position will also be responsible for the reconciliation of accounting records, updating and implementing agency policies/practices according to state and federal regulations, policies and procedures; and assisting in the resolution of payroll accounting problems.
Minimum Qualifications
• Comprehensive knowledge of Fiscal Policies and Procedures relating to accounts receivable and collection principles in accordance with DOA and DFP regulations.
• Advanced knowledge and comprehension of a broad range of fiscal policies and procedures, specifically those pertaining to payroll and leave accounting.
• Knowledge of the CAPP Manual and related topics.
• Intermediate knowledge of financial management.
• Intermediate knowledge of generally accepted accounting principles (GAAP).
• Intermediate knowledge of governmental fund accounting and business management
• Knowledge of Commonwealth mandates, laws, rules, regulations, policies, and procedures including the CAPP Manual.
• Ability to interpret and apply advanced Federal and State level regulations.
• Ability to prepare, reconcile, and analyze moderate financial reports.
• Ability to interpret and apply generally accepted accounting principles in accounting decisions.
• Ability to apply an analytical approach to problem-solving.
• Ability to prioritize/manage multiple tasks simultaneously and remain cognizant of deadlines and schedules.
• Ability to communicate effectively orally and in writing with all levels of staff and management.
• Proficiency in State-specific systems such as Cardinal and electronically filing of 1099s.
• Advanced proficiency in computer skills in Microsoft Office Suite software applications, including Word, Excel, Access, PowerPoint and Outlook and other related programs.
Additional Considerations
• Experience demonstrating comprehensive knowledge of fiscal policies and procedures relating to accounts receivable and collection principles in accordance with the Commonwealth’s DOA and DFP regulations.
• Knowledge of the CAPP Manual and related topics.
• Experience demonstrating knowledge of state financial and timekeeping reporitng system.
• Experience with state accounts payable and receivable..
