Job Duties

The Organizational Effectiveness Specialist supports the agency's strategic initiatives to enhance overall effectiveness and efficiency under the leadership of the Director of Talent Strategy and Organizational Effectiveness. This role focuses on providing analytical and administrative support for broader organizational effectiveness initiatives. The position provides administrative and technical support for organizational assessments, monitoring organizational health and performance, employee development programs, training material creation, and data collection efforts that support strategic decision making.

The Virginia Department of Motor Vehicles (DMV), headquartered in Richmond, Virginia, serves approximately 6.2 million licensed drivers and ID card holders with over 8.4 million registered vehicles. In addition, DMV serves many businesses, including dealers, fuel tax customers, rental companies, driving schools, other state agencies, local governments, and non-profit organizations. DMV operates upon five fundamental core values: Trustworthiness, Respect, Accountability, Integrity, and Teamwork (TRAIT). Minimum Qualifications

• Analytical Skills: Basic ability to collect, analyze, and interpret data to assess program effectiveness and identify improvement opportunities
• Training & Development: Understanding of adult learning principles, instructional design concepts, and training delivery methods
• Communication Skills: Excellent written and verbal communication skills with ability to create clear, engaging content and present to diverse audiences
• Technical Proficiency: Advanced skills in Microsoft Office Suite (PowerPoint, Word, Excel), learning management systems, and presentation software
• Project Support: Strong organizational skills with ability to manage multiple projects, meet deadlines, and maintain attention to detail
• Interpersonal Skills: Ability to work collaboratively with employees at all levels and build positive working relationships
• Adaptability: Flexibility to work in a changing environment and support various organizational initiatives
• Problem-Solving: Analytical thinking skills to identify issues and develop practical solutions
• Customer Service: Commitment to providing excellent service to internal customers and new employees

Additional Considerations

• Experience with training development preferred
• Familiarity with Commonwealth of Virginia Human Resources practices and procedures preferred
• Experience with data analysis tools and survey platforms preferred
