Job Duties

The Virginia Department of Aviation is seeking a Grants Manager to support the Airport Services Division. The position reports directly to the Deputy Director, Airport Services Division (ASD) and collaborates with engineers and planners on project tracking. The position impacts agency and division administrative effectiveness, program compliance, use of state funds, customer service, and resources required for developing effective public policy. It provides compliance, technical, and administrative support for managing the approximately $35 million Commonwealth Aviation Fund (CAF) and $3 million Airport Special Fund (ASF) programs by creating program fund spreadsheets, monthly reconciling more than 150 project records, processing approximately 700 airport sponsor reimbursement requests, assisting with project recommendations, and providing Virginia Aviation Board (VAB) members with documentation supporting DOAV recommendations. Ensures business applications are available daily to support multiple users within the agency and outside and promotes software upgrades and system enhancements.

Minimum Qualifications

Extensive knowledge of grant administration, use of business applications, and ability to apply Microsoft Office programs. Demonstrated ability to work unsupervised and be a self-starter. Effective customer service and training skills. Ability to critically think and problem solve complex administrative and compliance issues and develop public policy. Demonstrated ability to prepare concise financial and program reports using prescribed performance metrics. Interpret, explain, and apply a wide range of rules, regulations, and policies relating to DOAV funding programs. Ability to prepare and present briefings and training regarding agency policies and procedures. Demonstrated ability to compose correspondence, prepare reports, and develop spreadsheets. Exceptional attention to detail and organizational skills are required. Proficiency with Microsoft Office software.
