Job Duties

The Virginia Department of Conservation and Recreation (DCR) is the state’s lead conservation agency, and it takes a diverse agency to conserve resources for a diverse commonwealth.

The Office of Financial Management of DCR is seeking a dynamic, customer service and team-oriented individual for the position of Surplus Property Coordinator. This position is responsible for keeping State and Federal surplus property out of landfills, reutilizing property when possible, and maximizing dollars returned to the agency. The Surplus Property Officer is responsible for understanding and implementing the principles, practices, and procedures involved in the disposal of surplus real and/or tangible property and relevant statutes governing the accumulation and disposition of surplus property. Duties include working through the technical details of the public bidding process, utilizing Microsoft applications to maintain accurate and complete surplus records as required by the Agency Purchasing & Surplus Manual (APSPM), and exercising sound judgment to select the disposition method that will generate highest financial return to the state. This position involves extensive interaction with representatives of state departments and agencies, municipalities, and external bidders.

Minimum Qualifications

  • Demonstrated ability to effectively use Microsoft Excel and Microsoft Word.
  • Demonstrated ability to work independently and maintain organized records.
  • Ability to communicate effectively both orally and in writing.
  • Ability to organize, evaluate, and handle high volume, fast paced workflow.
  • Demonstrated ability to analyze, interpret, apply, and communicate detailed policies, regulations, and procedures.

Additional Considerations

  • Experience interpreting and applying the Agency Purchasing & Surplus Manual (APSPM) and Code of Virginia.
  • Experience with the disposition of surplus materials in a state office.

Wage/seasonal positions are not eligible for Commonwealth of Virginia benefits (health care, paid leave, etc.) and are limited to 1,500 hours from May 1 to April 30.
