Job Duties

To further develop the quality programs and services that enhance long term public safety by providing victims the opportunity for healing, by encouraging the secure and safe operation of facilities and community corrections units, and by supporting wrap around services to victims during in-mate reentry. To plan and coordinate a statewide system for information, notification and services for crime victims and their complex needs.

To plan, administer and supervise all of the Department’s interactions with victims and fulfill the Department’s statutory obligations to crime victims. To serve as subject matter expert on correctional based victim services and impact of crime on victims for the DOC, Academy, legislature, executive staff, Parole Board and external stakeholders. To ensure a strategic approach is used to implement and provide victim services best practices in all correctional settings. To include directing and overseeing all victim services programs and their components based on research, strategic planning, organization development, effective implementation processes, and staff training. To ensure effective victim services by providing subject matter expertise as it relates to in-mate supervision, management and programmatic services. To ensure on-going measurement and evaluation are conducted on services with continually adapting according to new evidence-based information in the victim services and correctional fields. To coordinate, develop and manage resources, including grants, technical assistance and contracts.

Minimum Qualifications

Considerable successful professional experience in leading victim services operations in a state or local level setting. Experience effectively implementing victim services/advocacy culture change and managing staff to achieve success and goals. Delivering victim services approaches and service including program development, staff training, evaluation, policy analysis and development, and coordination across organizational boundaries and with non-correctional partners. Considerable experience with contemporary evidence-based research and practice for victim services and in-mate programming and management. Program evaluation and design, strategic planning, management and budgetary procedures, organizational development strategies, procedure development and implementation. Use of PC Microsoft applications including PowerPoint, Outlook, Word and Excel. Considerable experience effectively leading staff to accomplish large scale department-wide initiatives. Plan, design, implement and evaluate evidence-based practices. Provide technical assistance to administrative staff and field sites. Develop funding/grant budgets related to area and manage implementation. Effectively communicate orally and in writing with all levels of DOC staff, in-mates, victims, public and other agencies and government branches.
