The Virginia Department of Motor Vehicles (DMV) is looking to hire a Business Statistical Manager in our Highway Safety Office!
The Business Statistical Manager manages and supervises staff for several areas including three Data Scientists and part-time analysts overseeing advanced-level analytics for statewide behavioral programs; leads teams in creating crash data and predictive analysis and reporting; provides software management and database coding for high-level data queries and linkage; provides oversight of the Fatality Analysis Reporting System (FARS) database and program ensuring all fatal crash data meets federal reporting deadlines; provides TREDS Operations data and technical support; as well as agency and statewide crash data collaboration and management.
DMV, headquartered in Richmond, Virginia, serves approximately 6.2 million licensed drivers and ID card holders with over 8.4 million registered vehicles. In addition, DMV serves many businesses, including dealers, fuel tax customers, rental companies, driving schools, other state agencies, local governments, and non-profit organizations. Minimum Qualifications
· Comprehensive understanding of traffic safety laws, regulations, and initiatives at state and federal levels, including those established by the National Highway Traffic Safety Administration (NHTSA).
· Advanced knowledge of data analysis techniques and crash data systems like FARs, along with proficiency in MMUCC guidelines and their application.
· Strong analytical and communication skills for identifying trends, proposing evidence-based interventions, and engaging stakeholders effectively.
· Expertise in project management, strategic planning, and grant compliance, including management of NHTSA funding and other federal resources.
· Proficiency in DMV-specific systems (e.g., OnBase, CSS), Microsoft Office Suite, and data visualization tools for accurate reporting and operational improvements.
· Proven ability to manage diverse teams across technical and administrative areas, fostering collaboration and achieving organizational goals.
· Knowledge of performance management practices, including goal setting, feedback, and evaluations, to drive team effectiveness.
· Strong problem-solving and adaptability skills to address operational challenges and respond to evolving priorities in a dynamic environment.
· Ability to develop and execute strategic plans aligned with organizational objectives while managing budgets, timelines, and compliance requirements.
· Capacity to handle sensitive information with discretion and apply laws, policies, and guidelines effectively to ensure data success.
