Job Duties

The Division of Services will provide a quality program of individualized rehabilitation services, educational consultation, technical assistance and instruction that will empower eligible consumers to achieve their desired levels of independence consistent with their abilities and informed choices.

We are seeking a Director of Rehab Teach & IL (Independent Living) to lead and direct the Rehabilitation Teaching & Independent Living Program; and supervise the Deafblind Program Director. Develops policy, budget and procedures to effectively implement the programs; to represent the agency on interagency committees. To meet the expectations of the job, the employee will have access to personally identifiable and confidential information about agency consumers and/or agency staff.

Other duties and/or special projects as assigned.
Completes duties and/or projects as needed or directed by supervisor.

Minimum Qualifications:

The ideal candidate will have:

Knowledge/Experience:

  • Knowledge of federal & state laws relating to human services programs; sound management principles & techniques.
  • Knowledge of adjustment problems of the visually impaired and how to overcome such problems.
  • Knowledge of adaptive communications equipment for the blind.
  • Knowledge of key components of a rehabilitation program for the deafblind.
  • Knowledge of Commonwealth of Virginia contracts, budgeting, expenditure and purchasing processes.


Skills/Abilities:

  • Ability to plan and develop a statewide program of rehabilitation services.
  • Ability to express oneself well orally and in writing; ability to execute budget.
  • Ability to monitor and manage several complex statewide rehabilitation activities.
  • Ability to maintain good working relationship with government officials and other agencies and organizations.

Additional Considerations

  • Responsible work experience in Vision Rehabilitation, Vocational Rehabilitation, Orientation and Mobility or Independent Living, services for the blind, or related field; supervisory and/or administrative experience.

Special Instructions

  • This has been designated a sensitive position under Va. Code § 2.2-1201.1.
  • A fingerprint-based criminal history check will be required of the finalist candidate.
