About the Agency
The mission of the Compensation Board is to determine a reasonable budget for the participation of the Commonwealth toward the total cost of office operations for Constitutional Officers, and to assist those Officers and their staff through automation, training and other means, to improve efficiency and to enhance the level of services provided to the citizens of Virginia.

About the Position
The Accounting Manager serves as the agency’s Fiscal Officer. This position ensures accurate and timely payments to localities from the agency’s automated systems (Constitutional Officer Information Network (COIN) and Local Inmate Data System (LIDS), and directly through Cardinal for all other administrative functions. Reconciles all agency transactions and budget change transactions to the Cardinal accounting system. Ensures all financial reporting is completed accurately and timely. Ensures compliance with the Virginia Public Procurement Act and DPS purchasing regulations.

Minimum Qualifications

•Considerable knowledge of Generally Accepted Accounting Principles (GAAP) and governmental accounting standards and practices.
•Extensive knowledge and ability to prepare complex financial reports and statements; knowledge of automated systems (Cardinal, eVA, Performance Budgeting, FAACS, etc).
•Proficient in PC-based accounting/spreadsheet and database software.
•Considerable knowledge of principles and practices of budget formulation.
•Ability to communicate effectively with staff and constituents, clarify transactions, and resolve discrepancies.
•Ability to effectively direct and supervise fiscal/accounting staff.

Additional Considerations

•Progressively responsible accounting and supervisory experience, preferably in government.
•Certification in accounting or related field.
