Job Duties

The Chief of Preparedness is responsible for providing strategic leadership and overall management of the VDEM Preparedness Bureau’s three key divisions: 1) Awareness and Intelligence, 2) Training, Education, & Exercises, and 3) Planning. Ensures that all division programs, assignments, priorities, and objectives are executed efficiently and effectively, with critical systems and activities maintained within budgetary constraints. Collaborate closely with other bureau chiefs, the executive team, and agency stakeholders to align the bureau’s efforts with the agency’s mission and priorities.

Additional responsibilities include collecting and analyzing data across all agency divisions and bureaus to provide informed recommendations to agency leadership. Project management knowledge is also advantageous. This position reports directly to the Chief Deputy State Coordinator.

All VDEM employees are designated as essential personnel and may be required to work during emergency situations, such as inclement weather, and natural or man-made disasters/events as directed. This may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official EWP.

Minimum Qualifications

- Experience in emergency/disaster management
- Project management and Strategic planning skills
- Strong capabilities to lead, promote teamwork, and collaborate with diverse stakeholders.
- Ability to utilize automated systems.
- Considerable knowledge of state, federal, and local emergency operations systems as well as agency communications systems and emergency and disaster response principles and concepts.
- Documented experience with the Homeland Security Exercise and Evaluation Program.
- Working knowledge of state budget processes, procurement, and related procedures.
- Demonstrated ability to develop plans and implement best practices for VDEM in accordance with standards practices.
- Ability to analyze and evaluate data in order to make program modifications.
- Superior technical writing skills

- Radiological Emergency Preparedness training and experience a plus

The salary for this position is negotiable up to the maximum hiring range listed in this posting. Offers will not be made outside of the hiring range. This is a restricted position due to the funding source.
