Job Duties
The Department of Behavioral Health and Developmental Services (DBHDS) is seeking an experienced professional to serve as the Director for the Office of Community Housing. This position provides strategic leadership and vision for the Commonwealth’s efforts to expand affordable, integrated housing options for individuals with disabilities and leads DBHDS’s cross-disability housing initiatives in alignment with agency and interagency strategic plans. This position builds and oversees a statewide, integrated supportive housing strategy serving people with developmental disabilities, mental illness, substance use disorders, and co-occurring conditions. This position also represents DBHDS at state and national levels, fosters cross-agency collaboration, and advances best practices in permanent supportive and community-based housing.
Minimum Qualifications
• Experience in the field of affordable housing, supportive housing, homeless services, and/or community services for individuals with disabilities and behavioral health conditions.
• Experience with long-term rental subsidies or supportive housing programs.
• Experience with coalition building, including experience with facilitating community stakeholder groups.
• Knowledge of best practices in supportive housing for adults with disabilities and the ability to translate those into a program.
• Knowledge of public funding streams for affordable housing for special needs populations, including people who are homeless with developmental disabilities and/or SMI/SUD.
• Knowledge of the Americans with Disabilities Act, Virginia Residential Landlord Tenant Act and Fair Housing Law.
• Excellent oral and written communication, problem solving, and critical thinking skills, with excellent attention to details.
• Creativity and good judgment and decision-making skills.
• Ability to perform data entry and data analysis.
• Skilled in Microsoft Word, Excel, and PowerPoint and in the use of the internet.
Additional Considerations
• Knowledge of Medicaid, including the Medicaid I/DD Waiver program, substance use disorder, and community mental health services.
