DHRM’s Finance and Administration office is currently seeking a qualified candidate to fill the position of Senior Contract Administrator. This position will be responsible for drafting, reviewing negotiating and contract management of all DHRM contracts; ensuring that these contracts are in accordance with Virginia Public Procurement Act (VPPA) policies; providing procurement consulting and expertise to all office areas within DHRM; assisting in the small purchase procurement of goods and supplies under $100,000; assisting as a Program Administrator for the Purchase Card Programs; monitoring the acquisition of IT assets, leased and capital asset and serving as or supporting the agency designated SWAM designee.
Minimum Qualifications
Extensive experience writing and evaluating proposals with successful experience in contract negotiation and administration; Comprehensive knowledge of the Virginia Public Procurement Act, APSPM, and CAPP; Demonstrated ability to write Requests for Proposals (RFPs) and Invitation for Bids (IFBs) for service contract procurements; Demonstrated ability to communicate effectively both orally and in writing; Demonstrated ability to evaluate proposals and negotiate contract terms; Demonstrated problem solving and decision making skills in contract management; Demonstrated ability to plan and manage projects with excellent organization skills. High school graduate or equivalent.
Additional Considerations
Virginia Contracting Officer (VCO); Virginia Contract Administration and Risk Management (VCA-RM) certification; Certified Public Procurement Officer (CPPO) or Certified Professional Public Buyer (CPPB). Experience in Commonwealth of VA procurement.
