Job Duties
The Department of Behavioral Health and Developmental Services (DBHDS) is seeking a strategic and results-driven HR professional to lead systemwide recruitment, workforce development, and leadership initiatives. The Director of Talent Acquisition and Development reports directly to the DBHDS Chief Human Resources Officer (CHRO) and provides leadership in recruitment strategy, workforce pipelines, internships, scholarships, and agency leadership development programs. This position builds partnerships with universities, workforce boards, and other state agencies to expand DBHDS’s talent sources and implements statewide educational incentive initiatives such as FAST Forward and G3 (Get Skilled, Get a Job, Give Back). This position also ensures DBHDS attracts, develops, and retains a high-quality, diverse workforce to advance the agency’s mission across Virginia. This position requires onsite work at the DBHDS Central Office four (4) days per week, with up to one (1) day of telework permitted per agency policy. A valid, unrestricted driver’s license and an acceptable driving record in accordance with the Commonwealth’s Driver Safety Program are required due to regular statewide travel.
Minimum Qualifications
• Progressive experience in human resources management, with a focus on recruitment, workforce planning, or talent development.
• Demonstrated experience in developing and managing workforce pipelines, scholarships, internships, and educational partnerships.
• Experience supervising professional staff and managing HR programs in a complex or multi-site organization.
• Strong understanding of leadership development, succession planning, and workforce analytics.
• Ability to interpret workforce data, develop recruitment strategies, and provide executive-level recommendations.
• Excellent written and verbal communication skills, with the ability to build relationships across all organizational levels.
• Knowledge of student loan repayment and educational incentive programs supporting workforce recruitment and retention.
Additional Considerations
• HR certification (PHR, SPHR, SHRM-CP, or SHRM-SCP).
• Experience with PeopleSoft, Power BI, or Learning Management Systems (LMS).
• Experience with PageUp or other Recruitment Management Systems (RMS).
• Experience implementing tuition assistance, student loan repayment, or workforce incentive programs.
• Experience in clinical or healthcare recruitment.
