Job Duties
The Virginia Department of Health is currently seeking an IT Financial Analyst to join our Office of Information Management. The IT Financial Analyst will play a critical role in supporting the Business Operations Manager by providing financial oversight, analysis, and reporting for IT projects and operations.
Budget Management & Forecasting
• Assist in the development, monitoring, and forecasting of IT budgets (operating and capital).
• Track expenditures against budget and provide variance analysis.
• Support annual budget planning and mid-year reviews.
Financial Reporting & Analysis
• Prepare monthly, quarterly, and ad hoc financial reports for IT leadership.
• Analyze trends, identify risks/opportunities, and recommend corrective actions.
• Support cost-benefit analyses for IT initiatives and procurement decisions.
Procurement & Vendor Management Support
• Collaborate with procurement and contract teams to track IT purchases and vendor spend.
• Maintain financial records for software licenses, hardware purchases, and service contracts.
• Assist in invoice reconciliation and payment tracking.
Project Financial Support
• Partner with project managers to monitor financial performance of IT projects.
• Track project budgets, actuals, and forecasts.
• Ensure compliance with funding guidelines and reporting requirements
Operational Support
• Support the Business Operations Manager in developing financial dashboards and KPIs.
• Assist with internal audits, compliance reviews, and documentation.
• Contribute to process improvement initiatives related to financial operations.
Minimum Qualifications
• Conduct detailed financial analysis and forecasting for various projects within the Office of Information Management.
• Develop and maintain budgeting models to support and service funding requests, execution, and cost management.
• Collaborate with cross-functional teams including procurement, and compliance to align financial strategies with agency goals
• Monitor and report on financial performance against approved budgets, identifying risks and opportunities.
• Support procurement and contract negotiations with vendors from a financial perspective.
• Provide clear, concise financial reports and briefings for senior leadership and oversight bodies.
• Ability to manage, coordinate, and prioritize multiple activities concurrently with limited supervision and to adjust efficiently and effectively to changing priorities
Additional Considerations
• Experience in public health and/or knowledge of public health programs preferred
• Understanding/experience with Commonwealth of Virginia IT security processes
• Experience working with financial management systems and tools (Microsoft Office)
