Job Duties
The Department of Medical Assistance Services (DMAS) is excited to offer a competitive opportunity to serve as the Federal Planning Unit Manager. The selected competitive candidate will provide exceptional delivery of services to the Federal Reporting Division.
Job responsibilities will include, but are not limited to: 
Responsible for ensuring the integrity of federal reporting for Medicaid and the Children’s Health Insurance Program (CHIP) in compliance with applicable federal regulations. Oversee the preparation, review, and submission of financial and statistical reports, the agency’s Public Assistance Cost Allocation Plan (PACAP), and related quarterly cost allocation entries. Acts as a liaison and resource for reporting matters, staying current on federal requirements. Assists in coordinating and responding to federal and state audits by providing guidance to staff and addressing inquiries. Provides technical expertise on allowable expenditures and cost allocation methodology, identifies inconsistencies through expenditure analysis, and recommends corrective actions. Conducts research on federal reporting issues and collaborates with stakeholders to ensure compliance. Ensures proper application of federal cost regulations and performs in-depth financial analyses. Minimum Qualifications
Competitive candidates will meet these minimum qualifications:
Considerable knowledge of public sector legislative and policy development, accounting/budgeting, and financial management processes.
Extensive knowledge of Generally Accepted Accounting Principles and date processing techniques in maintaining accounting records.
Considerable knowledge applying both federal and state regulations.
Extensive experience preparing financial schedules and complex reconciliations.
Extensive work-related skills in project management, prioritizing work assignments, and meeting deadlines.
Considerable experience working with Cardinal, Oracle, or other large mainframe systems.
Considerable experience communicating in writing to diverse audiences.
Considerable experience working with internal and external stakeholders.
