The General Accounting division in the Department of Accounts (DOA) is seeking a qualified individual for a Lead Accounting Analyst position.

DOA’s mission is to provide a uniform system of accounting, financial reporting, and internal control adequate to protect and account for the Commonwealth’s financial resources, while supporting and enhancing the recognition of Virginia as the best managed state in the union.

This position has a hybrid work schedule with three (3) days per week working in the office in downtown Richmond, VA.

Job Duties

Serves as the Lead Accounting Analyst for the Disbursement Execution and Review unit.
Performs accounting and control activities specific to year-end processing and creates cash control documents (completed and used by Commonwealth agencies) to monitor year-end cash disbursements.
Provides input to the Assistant Director of Disbursement Execution and Review (hereafter referred to as “AD” in this document) regarding performance of other staff in the unit.
Reviews and prepares updates and revisions to existing disbursement related to the Commonwealth Accounting Policies and Procedures (CAPP) Manual topics and provides recommendations to the AD. Recommends updates to accounting policies and procedures; regularly reviews desk procedures to ensure steps are accurate and complete; and provides oversight of the pre-audit activities for Capital Outlay and Outside Legal Services payments.
Accurately reviews, analyzes, and processes or approves wire transfer payments.
Reviews daily and weekly analyses or reconciliations
Assists with, reviews, and ensure prompt and accurate responses are provided to inquiries.
Accurately prepares the Stop Payment reclassification journal
Assists with validating and processing Electronic Data Interchange (EDI) enrollment forms.

Minimum Qualifications

Knowledge of automated financial accounting systems and Microsoft Office (i.e. Word, Excel, and Access).
Strong organizational, process improvement, analytical and oral and written communication skills.
Demonstrated ability to perform complex analysis of a variety of financial data and prepare written documentation to support findings; work collaboratively with management, staff and agency personnel; research and resolve financial issues; communicate effectively with internal and external stakeholders; understand, develop and apply policies and procedures; collect, maintain, and secure sensitive supplier data; conduct business with integrity and respect; identify alternatives and propose changes that improve quality and efficiency; and organize, prioritize, and evaluate the work of others.

Additional Considerations

Education or experience in accounting or a related financial field.
Experience using automated financial/accounting systems.
Experience relating to governmental accounting with Oracle PeopleSoft Financial applications preferred.
Knowledge of Generally Accepted Accounting Principles (GAAP), especially as they relate to governmental accounting, preferred.
