The Department of Rail and Public Transportation (DRPT) plans, establishes, maintains, improves and promotes public transportation services, rail passenger and freight transportation systems, and transportation demand management strategies that provide mobility and transportation choices for the people of the Commonwealth.
This position will serve as the Audit & Compliance Manager for DRPT, working closely with the agency Chief Financial Officer (CFO) to design and maintain a comprehensive audit program that supports DRPT’s financial oversight and accountability goals. This position’s essential functions would include development and refining of audit methodologies to evaluate financial data, performance metrics, and expenditure compliance for DRPT’s Transit and Rail Programs.
The role will also include establishing audit procedures to assess adherence to DRPT’s internal policies, operational guidelines, and applicable regulatory requirements. Creating and managing multi-year audit schedules, coordinating audit activities with external teams and external stakeholders, lead planning, execution and documentation of audits.
The incumbent will supervise audit staff or external auditors, provide guidance and ensure quality assurance, prepare detailed audit reports, monitor and implement audit recommendations. Travel to transit and rail grantee locations is required, to perform on-site reviews. This role will identify areas of non-compliance and recommend corrective actions. This can include planning, preparation and executing compliance reviews, conducting entrance conferences with grantee and DPRT personnel, preparing detailed working papers, and audit documentation.
Also responsible for core functions including communicating significant audit findings and financial concerns to DRPT leadership to support informed decision-making and risk mitigation. Utilization of audit financial reports (or General Ledgers) to validate data reported by grantees and such.
The position requires both independence and collaboration in the performance of all duties, with an emphasis on timely and accurate results.
The Department of Rail and Public Transportation offers a generous total compensation package. Existing State employees will be eligible to negotiate leave bonuses upon hire.
The candidate of choice will be expected to complete a Statement of Economic Interest (SOEI) form upon hire.
Minimum Qualifications
• Working knowledge of accounting and auditing principles and procedures.
• Working knowledge of Cardinal and exposure to DRPT financial systems (i.e. Bobcat, WebGrants).
• Considerable knowledge of PC applications to include Microsoft Office, Word and Excel.
• Effective interpersonal skills with a demonstrated ability to communicate well verbally and in writing.
• Demonstrated ability to develop audit programs and oversee the execution of the audit programs.
• Demonstrated ability to compile and analyze financial information and prepare financial reports.
• Demonstrated ability to use independent judgment in the interpretation and analysis of rules, regulations and policies and procedures.
• Background in business administration, accounting, auditing, economics, or management information systems.
• Experience in professional level of accounting or auditing positions conducting financial, operational, and compliance audits is desired, or an equivalent combination of training and experience.
• Valid driver’s license is required.
