Job Duties
A. Budget & Program Analysis:
• Acts as principal analyst for assigned areas and conducts fiscal, programmatic and policy analysis and research into budgets
• Performs all budget and program analysis with guidance from OBM management develops recommendations for operating budgets that follow all policies and procedures; conducts efficient and effective research and analysis to develop thorough knowledge of assigned areas
• Strives to identify problems in assigned units and follows through to develop recommendations
• Takes initiative to assist with work units and projects
• Identifies opportunities to improve effectiveness and efficiency of programs for assigned agencies.
• Ensures AOPs meet funding and manpower ceilings
• Documents recommendations and prepares workpapers; budget and policy recommendations are timely and accurate
B. Legislative Recommendations:
• Consults with OBM to provide timely review of proposed legislation; highlights issues; provide recommendations
• Attend appropriate meetings
• Assist with coordination of proposed legislation
C. Forecasting/Budget Formulation:
• Provides data required to determine allocations of program budget targets and yearly allocations to offices/districts
• Works in cooperation with office/districts to formulate year-end balance projections
• Communicates final year-end balance projections
• Forecast non-general funds revenue, historical collections and changes in policies
• Evaluates current and proposed program activities for impact of policies and cost
• Compiles information into report for easy access
D. Data Management/Technical Assistance:
• Maintains budget reports to capture data elements
• Uses downloaded expenditure data to manipulate data to conduct analysis
• Develops and maintains spreadsheets and databases
• Assist with technical aspects of files and databases by preparing instructions
• Prepare programmatic and technical instructions related to budgets
E. Communication:
• Inform OBM of problems and opportunities
• Complies and updates a descriptive reference document for each program/district that contains pertinent data
• Participates in group meetings; conducts verbal briefings
• Prepare materials for OBM that are clear and consistent
Minimum Qualifications
Ability to identify and define issues; apply analytical techniques to complex funding; work with large databases and multiple files; manage multiple projects and work assignments; meet critical deadlines; adapt to frequent changes in priorities and instructions; and maintain accuracy and thoroughness in work products.
Ability to conduct policy, budget, performance, and issue analyses; develop creative recommendations; interpret and project fiscal and programmatic data; communicate and work effectively; and exhibit advanced technical skills, including experience with Microsoft Office and advanced aptitude in Excel.

Previous experience analyzing and preparing budget documents for a large agency
with a complex budget and accounting system
