Job Duties
The Virginia Department of Motor Vehicles (DMV) is looking to hire a Weigh Station Manager for the Carson Motor Carrier Service Center (MCSC)!
The Station Manager ensures the efficient and compliant operation of a station by coordinating with the Regional Manager on deliverables, addressing safety concerns, and adhering to state and federal regulations for truck size, weight, and fuel handling. It includes overseeing inspections, maintaining equipment, managing compliance reports, and providing high service levels to stakeholders. Budget oversight ensures smooth financial operations, and the role may also involve stepping in as a technician when needed to keep operations running.

Minimum Qualifications
• Proven ability to lead teams, manage performance, and provide training for staff development.
• Proficient in data analysis, identifying operational gaps, and developing solutions for compliance and efficiency improvements.
• Strong oral and written communication skills for engaging with staff, stakeholders, and customers, with the ability to explain complex regulations.
• Skilled in using systems like Microsoft Office for operations, reporting, and tracking.
• High attention to detail in inspections, financial transactions, and report generation to ensure compliance.
• Ability to conduct outdoor inspections and utilizing sensory skills for safety and compliance checks.
• Ability to plan and direct diverse administrative functions, overseeing operations and aligning resources to organizational goals.
• Ability to interpret, explain, and apply complex material, ensuring compliance.
• Ability to evaluate and control expenditures, revenues, and activities, ensuring financial and operational efficiency.
• Basic knowledge of project management techniques to ensure efficient and timely completion of tasks.
• Strong knowledge of supervisory and human resource management principles with experience in personnel and organizational operations.
Additional Considerations
• Ability to interpret, explain, and apply complex material, such as Motor Vehicle Code and Commercial Vehicle Operations, ensuring compliance.
• Strong understanding of the Motor Carrier Size and Weight Manual, DMV policies, and procedures like Liquidated Damages, Hauling Permits, IFTA, IRP, and others.
• Knowledge of truck weighing policies and procedures.
• Skilled in using systems like IRIS for operations, reporting, and tracking.
• Enhanced knowledge of Virginia's Motor Carrier Size, Weight, and Equipment Regulations and related state and federal laws applicable to commercial vehicle operations.
• Knowledge of fuel sampling techniques, including detecting dyed fuel for tax evasion, and maintaining chain-of-custody.
• Knowledge of Generally Accepted Accounting Principles (GAAP), and the ability to interpret and apply financial data in budgeting and financial reporting.
• Knowledge of customer service principles, particularly handling complex DMV transactions like license reinstatements and citations.
• Strong understanding of safety protocols and emergency procedures for operating weigh stations and ensuring staff safety.
