Job Duties
The Virginia Information Technologies Agency (VITA) is excited to offer a competitive opportunity to serve as a Financial Accounting Analyst with the Finance Division.
The Financial Accounting Analyst is responsible for the following:
The Financial Accounting Analyst will support and coordinate accurate financial reporting objectives through analysis of financial data and understanding of the agency's business processes. This position will also perform recurring functions to support the development of internal and external financial reports.
Provide direct assistance to the Financial Reporting Manager by developing a thorough understanding of GASB and GAAP accounting and VITA’s complex accounting structure and business practices. Performs in-depth data validation and analyses at the transaction, account, and fund levels.
Analyzes detailed daily accounting transactions to ensure accuracy and consistency in coding and accounting treatment; develops and maintains a thorough functional/operational understanding of the PeopleSoft financial system and the integration with Cardinal.
Performs financial reconciliations, financial reporting; works at a detailed level with other departments to analyze current accounting treatment and practices; provides regular briefings to the Financial Reporting Manager/Assistant Comptroller.
Performs initial review of year-end financial reporting attachments prepared by accountants as assigned. Exhibits a high level of autonomy through independent decision making and sound judgment.

Minimum Qualifications
Considerable knowledge and understanding of GAAP, GASB, and CAPP manual regulations and the ability to apply knowledge of principles and techniques.
Considerable experience in PeopleSoft financial systems.
Considerable experience in financial project management.
Considerable experience in internal service fund (ISF) accounting or similar fund-based accounting structures.
Considerable experience with preparing and reviewing financial statements, journal entries, reconciliations, and year-end attachments for audit or external reporting.
Proven knowledge of the state procurement system, eVA.
Considerable experience with other accounting, budget, procurement, and programmatic staff to obtain related information needed for analysis.
Considerable experience utilizing data analytics tools and techniques (e.g., Excel, SQL, Power BI, pivot tables, queries).
Considerable experience developing/drafting accounting processes and policies in accordance with existing state, federal, and agency requirements.
Considerable experience performing complex reconciliations between multiple financial systems, within ORACLE based systems, ensuring accurate alignment of data for cash, revenues, expenditures, and assets.
Additional Considerations
Experience with integration to Cardinal preferred.
