Job Duties
The Virginia Information Technologies Agency (VITA) is excited to offer a competitive opportunity to serve as a Platform Product Manager with the Business Platform Solutions Team.
The Platform Product Manager will provide the strategic leadership needed to help agencies understand, adopt, and get real value from the enterprise services offered under Business Platform Solutions, including Microsoft Power Platform, GitHub, Adobe Management Platform, Box Content Management, and UiPath RPA products.
This position will oversee financial strategy for assigned platforms, including licensing portfolios, cost recovery, and will be responsible for forecasting with an emphasis on optimizing value, not just managing compliance.
The Platform Product Manager will lead customer engagement through Communities of Practice, learning events, and targeted outreach that builds capability and highlights success stories.
The Platform Product Manager is responsible for the following:
• Define and champion a compelling strategic vision for each assigned platform, focusing on enterprise value, adoption growth, and alignment with agency business priorities.
• Serve as the primary advocate and advisor for assigned services, helping agencies understand use cases, ROI opportunities, and pathways to successful implementation.
• Lead customer engagement through Communities of Practice, learning events, and targeted outreach designed to build agency capability, encourage collaboration, and highlight platform success stories.
• Partner with the Platform Operations Manager and technical leads to ensure reliable, secure, and cost-effective delivery of services.
• Oversee financial strategy for assigned platforms, including licensing portfolios, cost recovery, and responsible forecasting, with an emphasis on optimizing value, not just managing compliance.
• Manage vendor relationships (Microsoft, Adobe, Box, UiPath, GitHub) with a focus on bringing enterprise advisory resources, roadmap intelligence, and co-marketing opportunities to the Commonwealth.
• Translate vendor product changes into business-ready insights, ensuring agencies are prepared, trained, and equipped to take advantage of new capabilities.
• Develop and publish adoption playbooks, best practices documentation, and user guides that promote consistent implementation and responsible use across agencies.
• Lead the creation of service documentation with a strong customer-experience orientation focused on value delivery.
• Monitor adoption analytics, market trends, and customer feedback to shape service improvements, prioritize investments, and identify new opportunities.
• Serve as the strategic escalation point for cross-agency issues, working to align stakeholders and drive enterprise decisions.
• Represent VITA and the Commonwealth at enterprise working groups, vendor briefings, and statewide technology governance forums.

Minimum Qualifications
Considerable experience leading enterprise platforms, services, or driving business-focused technology initiatives.
Considerable experience leading enterprise-wide modernization or digital transformation initiatives across multiple business areas or agencies.
Considerable experience in customer engagement, stakeholder influence, relationship management, and IT advisory leadership in state or local government.
Considerable experience in strategic planning.
Considerable experience delivering IT services in a multi-supplier environment, including coordinating work across multiple vendors, integrators, and internal teams to meet service-level expectations.
Considerable experience gathering service data and using analytics tools to assess customer demand, identify modernization opportunities, and set informed priorities across a broad agency portfolio.
Considerable experience in vendor and contract management, including negotiation, financial planning, and cost optimization.
Considerable experience leading cross-functional teams, including mentoring or matrix management of staff and contractors supporting enterprise platforms.
Experience managing enterprise technology services in a public-sector environment..
