About the Agency:
The Department of Military Affairs provides professional and responsive state support functions to the Adjutant General of Virginia, to the Virginia Army and Air National Guard, as well as the Virginia Defense Force in a diverse range of support functions. Whether we are providing purchasing or State Active Duty support to National Guard Civil Support missions, building new facilities, maintaining current facilities, operating range and training sites, providing human resource and payroll support, managing real property resources, helping give teens a better chance for success at Commonwealth ChalleNGe Youth Academy, teaching STEM to 5th graders at our STARBASE program, or the many other support functions which the DMA Team is involved in. What we do matters and supports our communities, our citizens, and especially our great Guard Soldiers and Airmen!
Purpose of Position:
The Resource Manager will supervise the Facilities Management Office (FMO) Resource Management team consisting of two (2) senior budget analysts and two (2) budget analysts, preparing financial statements and reports, analyzing financial data, and developing policies and procedures. Will also serve as a strategic partner to the executive leadership, providing financial insights and recommendations to support the company's goals. Resource Managers also collaborate cross-functionally to provide financial information and support to other departments.
This position is based out of the Defense Supply Center Richmond (DSCR) in Richmond, VA, and will be required to travel to the Blackstone, VA office (appx. 1 hour away from DSCR) 2-3 times per week. This position requires the selected applicant for hire to complete a Statement of Economic Interest.
Minimum Qualifications
Proficient in developing and managing cross-departmental budgets and forecasts;
Proven track record of leading and managing a team to accomplish multiple goals simultaneously;
Excellent analytical and problem-solving skills;
Knowledge of auditing techniques and internal controls is important for ensuring accuracy and compliance;
Accurate and timely financial reporting experience is critical;
The ability to manage and lead small teams, while building and maintaining relationships with various stakeholders;
Clear and concise communication of financial information to various stakeholders;
The ability to identify and solve data related issues;
Effectively managing time and meeting deadlines;
Ability to adapt to changing requirements and regulations;
Competency in use of spreadsheets and database applications;
Advanced Microsoft Excel experience required;
Strong communication and interpersonal skills to collaborate cross-functionally;
Knowledge of Budgeting/Accounting Software (Cardinal, GFEBS, or others);
Understanding of GAAP;
Ability to read, write, and convey a thought in a concise manner;
Must be willing to travel occasionally;
Valid Driver's License and acceptable driving record required.
Additional Considerations
Knowledge of grants and/or Cooperative Agreements preferred;
Federal and/or State procurement knowledge preferred.
