Job Duties
Monitor state programs in the Commonwealth of Virginia that receives WIOA Title I financial assistance. Annual monitoring consists of visits to ensure compliance with the nondiscrimination and equal opportunity provisions of WIOA. Also review records and data kept by the facilities, analyzing the data and investigating any significant differences and determine if facility has fulfilled its administrative obligations of Title VI and Title VII of the Civil Rights Act of 1964, American with Disabilities Act as amended, Section 504 of the Rehabilitation Act, and Executive Order 13166. Develop and monitor processes and organizes resources to achieve desired results. Examines and evaluates numerical data to manage and achieve results. Conduct a (Limited English Proficiency (LEP) assessment of the agency's programs and services for compliance with Executive Order 13116 and 29 CFR 38.9. Incumbent will be required to identify training and developmental needs of the staff regarding nondiscrimination laws.
Minimum Qualifications
• Considerable knowledge of nondiscrimination, federal, state, and local laws (Titles VI and VII of Civil Rights Act, ADA, Section 504 of Rehabilitation Act, Executive Order 13166). Knowledge of effective adult learning and/or training techniques.
• Demonstrated ability to collect and analyze data, to design and prepare a training module; interact effectively with diverse groups; evaluate performance of others and recommend strategies to enhance compliance; prepare reports and narrative findings; conduct audits and fact-finding interviews; make determinations and document findings; provide technical assistance and respond to inquiries; and communicate effectively orally and in writing.
• Skill in the use of MS Office products (Word, Excel, Access, PowerPoint, etc.) Advance technical writing skills.
Additional Considerations
• Knowledge of the Workforce Innovation and Opportunities Act and state workforce development initiatives.
• Experience working with workforce services
