Job Duties
The HR Analyst plays a critical role in supporting a productive, compliant, and employee-focused work environment. This position meets regularly with team members to resolve operational issues, promote professional development, and ensure clarity of annual performance expectations. The HR Analyst is responsible for identifying and addressing team inefficiencies, maintaining documentation of performance, and fostering a safe and well-equipped workplace. Core responsibilities include managing the full-cycle recruitment and selection process; developing job announcements; designing screening tools; ensuring EEO compliance; preparing offer letters; and coordinating all aspects of new hire onboarding. The position also oversees the completion of background checks, maintains recruitment files, and provides timely, accurate communication to hiring managers, applicants, and internal stakeholders.
In addition, the HR Analyst serves as the primary resource for benefits guidance, assisting employees with workers’ compensation, leave programs, health insurance, and related HR matters while ensuring all documentation is submitted accurately and promptly. The role processes a full range of HR transactions, manages personnel records in accordance with retention policies, and ensures the accuracy of tax, benefits, and payroll-related forms. This position also supports orientations, exit interviews, HR trainings, and the preparation of personnel files while delivering high-quality customer service and technical assistance. The HR Analyst collaborates with managers to resolve HR issues, responds efficiently to inquiries, and may perform additional duties as assigned to support the overall success of the HR team and the organization.
Minimum Qualifications
• Working knowledge of human resources programs, regulations, and guidelines with experience in recruitment, performance management, employee benefits, classification, and compensation practices.
• Proven experience in benefits administration and processing personnel transactions within large organizations, including familiarity with HRIS platforms.
• Advanced ability to interpret and apply complex policies, procedures, and regulations to ensure compliance with state and federal guidelines.
• Strong organizational skills with demonstrated success in managing competing priorities and meeting deadlines in high-pressure environments.
• Exceptional attention to details in preparing, processing, tracking, and maintaining a high volume of employment and position transitions.
• Experience handling confidential sensitive information such as personally identifiable information (PHI/PII) with discretion, ensuring the highest level of professionalism
• Understanding of federal employment-related regulations such as Fair Labor Standard Act (FLSA)
• Proven experience effectively interacting with employees at all levels including external stakeholders in both written and verbal formats
Additional Considerations
• Considerable training in the HR industry such as SHRM-CP PHR, or equivalent.
• Prior experience working in government agencies or public- sector HR environment is a plus due to familiarity with relevant regulations and processes.
• Knowledge of state benefits and recruitment systems (Cardinal & PageUp).
• Experience leading HR related projects, such as implementing new systems, managing compliance initiatives, or coordinating cross-functional training
• Working knowledge of DHRM Human Resource policies & procedures
