DGS is looking for 4 Business Managers to support assigned Divisions by providing high quality, efficient, cost-effective services for the Division while ensuring compliance with applicable laws, policies, procedures, guidelines and best practices. They will oversee daily business operations, develop and implement operational strategies, and manage staff to meet agency objectives.

We are currently looking for Business Managers to join our teams in the Division of Capital Square Services (DCSS), Division of Real Estate Services (DRES), Division of Engineering & Buildings (DEB), and the Division of Consolidated Laboratory Services (DCLS).

  • DCSS is a customer-focused organization whose primary function is to provide a quality environment for the approximately 75 state agencies that occupy the facilities overseen by DGS. DCSS provides its customers effective and timely operational, maintenance, and repair services, as well as manages capital outlay projects and provides professional services contracts for statewide public body use. Candidates interested in the Capital Square Services Business Manager position must have considerable experience with facilities or construction management.
  • The objective of DRES is to support state departments, agencies and institutions and their public missions by providing high quality real estate services that are cost effective and functionally efficient, and to manage the Commonwealth’s broad real estate portfolio, ensuring compliance with applicable laws, policies, procedures, guidelines and best practices. The portfolio of DGS leases currently includes approximately 550 office leases having $6.5 million in monthly rent expense. Candidates interested in the Real Estate Services Business Manager position must have considerable experience with lease administration or property management.
  • The professional and administrative staff of DEB support the DEB Director in his legislatively-mandated role as the Building Official for State Buildings. The Division is also charged with assisting the Department of Planning and Budget in the capital budgeting process. Candidates interested in the Engineering & Buildings Business Manager position must have considerable experience with construction administration.
  • DCLS is a division within the Virginia Department of General Services (DGS). DCLS was formed in 1972 when laboratories from several Virginia agencies were combined to provide more efficient and cost-effective laboratory testing services for the Commonwealth. DCLS was the first consolidated laboratory in the nation and as such offers a wide variety of unique laboratory testing services in support of public health, environmental protection and emergency response. Candidates interested in the Laboratory Services Business Manager position must have considerable experience tracking and reporting on grant activities.

Job duties include, but are not limited to: 

  • Lead the administration of budget, fiscal, and procurement functions within assigned business unit.
  • Manage administrative services to support division programs, including (but not limited to) administrative audits, agency emergency evacuation coordination, assigned Division onboarding, and travel. 
  • Coordinate with Division Management to ensure that critical deadlines are identified, maintained, and properly recorded for business compliance.
  • Collaborate with Division management to ensure continuity of services, including overseeing administrative staff and fiscal functions designated to professional staff. 
  • Provide guidance, training, instruction, recognition, counseling, and discipline to employees as needed.
  • Serve as Information Systems and Security liaison and Human Resources liaison for the assigned business unit.

These positions are located in Richmond, Virginia and eligible for a hybrid telework schedule (telework up to 2 days/week) after the completion of a Telework Agreement.

Minimum Requirements

  • Considerable experience with grants administration, laboratory operations, lease administration, property management, facilities management, or construction administration (as required by the specific business unit).
  • Considerable office management experience.
  • Financial management experience.
  • Demonstrated ability to analyze business and financial data and to make sound, defensible conclusions and recommendations.
  • Contract administration experience, including the ability to understand contract terms and prepare required documentation, reports, and records.
  • Working knowledge of public procurement policy.
  • Excellent interpersonal and communication skills, including the experience leading, motivating, mentoring, and training others.
  • Demonstrated ability to implement process improvements, including excellent problem identification and problem solving skills.
  • Demonstrated ability to manage time wisely, function independently, and successfully handle multiple priorities in a fast-paced, stressful environment.
  • Strong computer skills, including experience with office automation software such as financial management software, spreadsheets, and word processors.

Additional Considerations 

  • Virginia Contracting Associate (VCA) certification or equivalent experience with the Virginia Public Procurement Act and Agency Procurement & Surplus Property Manual (APSPM).
  • Experience with the Construction & Professional Services Manual (CPSM).
  • Experience with eVA procurement software.
  • Experience performing financial analysis and/or reconciling billing/business data against contract provisions.
  • Experience with program budget planning, development, cost deviation analysis.
  • Experience with PeopleSoft and/or Cardinal Financial management software.
  • Knowledge of the records management principles and practices of the Library of Virginia.
