Job Duties
The Virginia Department of Motor Vehicles (DMV) is seeking an experienced Director of Technical Accounting & Assets. This role provides senior leadership for DMV’s complex accounting and financial reporting activities, overseeing the general ledger, reconciliations, capital assets, lease management, technical accounting, and statutory and management reporting.
The Director of Technical Accounting & Assets emphasizes high-level accounting oversight rather than transactional operations, providing guidance on complex journal entries, interagency transactions, capital asset and lease accounting, and monitoring grant-related journal entries. Supports year-end financial reporting, drives process improvements, ensures system and reporting accuracy, and implements technical accounting best practices.
The Controller’s Office provides executive leadership and oversight of financial management for the Department of Motor Vehicles (DMV) and the Motor Vehicle Dealer Board (MVDB).
Core functions include:
• Financial Operations & Treasury: accounts payable, accounts receivable, cash management, and banking relationships.
• Payroll & Human Resources (HR) Accounting: payroll processing, benefit accounting, and HR cost management.
• Technical Accounting & Reporting: general ledger, reconciliations, capital assets, and lease management.
• Compliance & Internal Controls: Agency Risk Management and Internal Control Standards (ARMICS) oversight, fiscal policy compliance, and coordination with Information Technology (IT) on Payment Card Industry (PCI) standards.
Through these activities, the Controller’s Office ensures fiscal integrity, strengthens accountability, and maintains compliance with federal and state regulations, directly supporting DMV’s mission of serving the motoring public and industry partners.

Minimum Qualifications
• Advanced knowledge of GAAP, CAPP Manual, and financial reporting standards, including capital assets, leases, grant-related journal entries, and interagency revenue transfer transactions
• Expertise in technical accounting, general ledger management, reconciliations, and complex journal entries
• Strong leadership, analytical, and risk management skills to guide a small team and ensure accountability
• Effective communication and problem-solving skills to advise other Finance divisions on technical accounting best practices
• Ability to implement system enhancements, workflow optimizations, and process improvements for technical accounting and reporting
• Experience in complex technical accounting, including general ledger management, reconciliations, journal entries, capital assets, leases, and financial reporting
• Experience supervising or mentoring a small team of specialized accounting staff
Additional Considerations
• Experience with state or federal agency financial reporting requirements
• Familiarity with state financial systems such as Cardinal Finance, FAACS, LAS, and related reporting tools
• Knowledge of regulatory reporting requirements for capital assets, leases, grants, and interagency transactions
