Job Duties

The Department of Behavioral Health and Developmental Services (DBHDS) is seeking an experienced professional to serve as the Director for the statewide Provider Network Supports Office. This position provides strategic and operational leadership and advances high-quality, person-centered services by strengthening provider capacity, supporting compliance with federal and state requirements, and fostering an effective, sustainable network of community-based providers. This position is located in Richmond Virginia. In-office presence is required at least four days per week with the option for one day of telework.

Additional responsibilities include:
• Overseeing statewide provider support initiatives, guidance, tools, and resources.
• Leading the development of technical assistance, training, standards, and capacity-building strategies.
• Ensuring alignment with Medicaid HCBS regulations, waiver requirements, and quality expectations.
• Evaluating provider system needs using data, performance trends, and stakeholder input.
• Integrating regulatory, fiscal, and operational considerations into planning and decision-making.
• Establishing clear goals, monitor performance, and drive continuous quality improvement.
• Managing contracts and projects to completion with accuracy and accountability.
• Delivering timely, responsive support that strengthens provider performance and enhances outcomes for individuals with developmental disabilities and their families.
• Promoting accessible, person-centered service delivery across the network.
• Collaborating across DBHDS divisions, state agencies, providers, and community partners to advance coordinated system improvements.
• Supporting cross-functional initiatives and shared problem-solving.

Minimum Qualifications

• Leadership experience in human services, developmental disability supports, behavioral health, Medicaid programs, or related systems.
• Strong skills in strategic planning, operations, staff management, and stakeholder engagement.
• Flexibility and ability to manage multiple competing priorities effectively.
• Demonstrated ability to lead regulatory, programmatic, or system-level initiatives.
• Experience with HCBS waivers, provider network development, compliance oversight, or statewide service systems.
• Ability to create and sustain effective relationships and liaison with facility staff, central office departments, CSB and other stakeholders and constituents as required.

Additional Considerations

• Experience in management or related health care field and considerable experience with DD services.
• Experience working with others across disabilities and mental health services.
