Job Duties
The Virginia Department of Emergency Management is currently seeking a qualified candidate to become our Strategic Planning Branch Manager!
The Strategic Planning Branch Manager leads a dynamic team responsible for developing and maintaining Virginia’s emergency management plans and strategies.
Job Duties Include but are not limited to:
- Provides day to day supervision of staff in a constructive manner in order to improve performance of each individual.
- Ensures that plans are consistent with organizational objectives.
- Develops project plans, identifies all critical tasks, makes effective use of available resources, identifies key dependencies, and schedules tasks with realistic timeframes.
- Completes project deliverables on schedule and within budget and within established deadlines as listed in the project plan.
- Maintains and updates the Strategic Planning Branch (SPB) external website, internal SharePoint site, and MS Office Teams sites so that current and historical plans are accessible to those with a need-to-know.
- Ensures VDEM’s plans comply with state and federal law, implementing regulations, and federal guidance.
- Maintains and updates the COVEOP and its associated annexes at least every four years and creates new annexes as needed.
- Writes/updates portions of the COVEOP not written by others.
- Coordinates with other state agencies, nongovernmental and private entities as needed to help them develop and maintain their respective portions of the plan.
- Utilizes exercise and real-world event AAR’s to update plans.
- Primary VDEM representative to and interface with the FEMA Region 3 Planning and Operations Branch within the Response Division.
- Maintains, publishes, and presents the State Hazard Mitigation Plan.
- Attains and maintains the Enhanced status by complying with FEMA policy guide requirements.
This position is eligible for one day of telework per week. Due to the public-facing nature of the role, regular onsite presence is required.
Minimum Qualifications
- Emergency management including planning and operations at the local, state, and/or federal levels.
- Demonstrated understanding of emergency management principles, best practices, procedures, and policies.
- Demonstrated ability to author and edit plans.
- Experience supervising individual employees, including use of performance management principles.
- Demonstrated leadership and facilitation ability with teams of employees and external stakeholders.
- Knowledge of the requirements of and best practices regarding inclusive emergency planning and management.
- Demonstrated experience in project and program management, such as, the development of project (or planning) timelines, defining objectives, and stakeholder coordination.
- Knowledge and understanding of FEMA planning guidance (specifically CPG 101 and CPG 201), FEMA planning considerations, and the 32 core capabilities.
- Understanding of the Threat and Hazard Identification and Risk Assessment (THIRA) and Stakeholder Preparedness Review (SPR) process and how it aligns with other preparedness cycle components such as training, exercising, and grant investments.
- Ability to evaluate, analyze, and interpret information and communicate findings to senior leadership.
- Demonstrated ability to translate complex concepts to public officials and private sector leaders.
- Ability to communicate effectively verbally and in writing.
Additional Considerations
An equivalent combination of training and experience in homeland security, emergency management, public administration, or a related discipline to perform the duties of the position is preferred.

The salary for this position is negotiable up to the maximum hiring range listed in this posting. Offers will not be made outside of the hiring range. This is a restricted position due to the funding source.
