Division of Capital Square Services (DCSS) is a customer-focused organization that provides high quality, cost effective and timely services for the roughly 75 state and legislative agencies located within the Capitol Square complex. We operate and maintain approximately 6.45 million square feet of space at the Capitol Complex and throughout the metropolitan Richmond area, including office buildings, the State Capitol, the Governor's Mansion and monuments.

We are seeking a highly organized and detail-oriented Assistant Custodial Operations Manager to support custodial services across a large government capitol complex. This role is critical in ensuring the cleanliness, safety, and operational efficiency of facilities while upholding high standards of service delivery.

Key Responsibilities include:

  • Inspection & Quality Assurance: Oversee and coordinate inspection schedules to ensure compliance with custodial standards, safety regulations, and government facility requirements.

  • Team Management: Support custodial supervisors and staff, providing guidance, training, and performance feedback to maintain a motivated and efficient workforce.

  • Contract Oversight: Assist in managing custodial service contracts, ensuring vendor compliance with scope of work, timelines, and quality expectations.

  • Performance Management: Monitor service delivery metrics, identify areas for improvement, and implement corrective actions to achieve operational excellence.

  • Reporting & Administration: Prepare and maintain accurate reports on custodial operations, inspections, staffing, and contract performance for senior management review.

  • Collaboration: Work closely with government stakeholders, contractors, and internal teams to ensure seamless custodial operations across the complex.

Minimum Qualifications

  • Ability to work required shift of 2:00PM - 11:00PM, Monday - Friday (including some weekends and holidays).
  • Valid Virginia Driver's License
  • Knowledge of custodial standards, safety protocols, and contract management practices.
  • Knowledge of custodial equipment.
  • Ability to analyze performance data and prepare clear, actionable reports.
  • Ability to develop and manage a budget.
  • Ability to coordinate maintenance and operations programs.
  • Must have strong communication skills, and able to communicate with various levels of users & occupants of DGS buildings & facilities.
  • Must be able to follow oral and written instructions.
  • Computer skills required such as email, spreadsheets, and ability to use automated work order management systems.

Additional Considerations

  • Experience in Building Automation Systems, computer-based work order management programs and MS office products.
  • Experience with contract management, is preferred.
  • Experience in custodial or facilities operations management, preferably in government or large-scale institutional settings.
