Job Duties
Virginia Department of Health is currently hiring for a Budget Analyst. As a Budget Analyst, you will serve as the principal analyst for assigned programs, conducting fiscal, programmatic, and policy analysis to develop sound operating budget recommendations that align with established policies and funding constraints. You will identify issues, evaluate program effectiveness, and recommend improvements that increase efficiency and accountability. The position offers opportunities to take initiative, collaborate across work units, and contribute to projects that have a direct impact on agency operations and outcomes.
Other duties include but not limited to: reviewing proposed legislation, providing recommendations, and assisting with coordination efforts, The budget analyst will also support forecasting and budget formulation by analyzing revenue trends, projecting year-end balances, and assessing policy and cost impacts. Strong data management skills are essential, as you will maintain reports, develop spreadsheets and databases, and provide technical and programmatic guidance. Success in this role requires clear written and verbal communication, the ability to prepare accurate and timely documentation.

Minimum Qualifications
• Experience conducting financial analysis, expenditure trend analysis, and programmatic fiscal review
• Knowledge of policies and procedures for finance and budget administration with complex funding sources
• Experience conducting data analysis and developing financial projections
• Experience analyzing and interpreting a variety of complex documents to reach conclusions, develop solutions and present recommendations
• Excellent organization and time management skills to manage multiple projects and work assignments, meet critical deadlines, adapt to frequent priority and instruction changes, and ensure accuracy and thoroughness in work products
• Experience conducting policy, budget, performance and issue analyses, interpreting and projecting fiscal/programmatic data, and developing creative recommendations
• Experience communicating, both verbally and in writing, to internal and external stakeholders
• Experienced in Microsoft Office with advanced proficiency in Excel
Additional Considerations
Previous experience analyzing and preparing budget documents for a large agency
with a complex budget and accounting system
