Job Duties
This position administers federal and state aid programs that support transportation demand management (TDM) and commuter assistance programs and projects. The position will measure the results and effectiveness of TDM and commuter assistance programs and projects.
Responsibilities will include ensuring that grant recipients submit their performance data monthly and in accordance with department policies and procedure.
Additionally, reviewing and verifying performance data and status documents from grantees and contractors in a timely manner.
Preparing monthly and annual reports on time and accurately will be part of the position requirements. Tasks would include representing the department in meetings, providing meeting summaries to supervisors, internal staff and stakeholders as appropriate. You would regularly be coordinating with VDOT and other state, regional and local agencies, in this role.
As an employee of DRPT, you will be communicating with statewide commuter programs keeping them appropriately informed of significant events, risk and issues. In this role, you will also be expected to work with other internal agency staff, particularly finance, planning and transits sections.
You may be asked to process grant claims, reimbursement requests, contractor invoices, and extensions as needed. Providing technical assistance to grantees, coordinating and facilitating quarterly project meetings with grantees, is also expected.
Also, this role requires monitoring projects diligently to ensure compliance, terms of contract, milestones, budgets, timelines and timely drawdown of funds. Reviewing project proposals and evaluating their effectiveness, as well as cost, and project schedules, will be expected.
The position requires both independence and collaboration in the performance of all duties, with an emphasis on timely and accurate results.
Minimum Qualifications
• Demonstrated knowledge and ability to review grant applications and make decisions regarding an application’s eligibility and if it is a good investment for the agency.
• Demonstrated knowledge and ability to develop project work scopes, budgets, timelines, and work performance measurements.
• Ability to manage consultants and keep projects on schedule and within budget.
• Ability to evaluate project proposals and select the best proposal for the agency.
• Demonstrated excellent communication and personal relationship skills including verbal, written, and critical thinking skills.
• Ability to work effectively as a team player or project leader, or independently.
• Ability to handle multiple projects at the same time and keep them on schedule and on budget.
• Demonstrated ability to work independently and as part of a team, completing tasks timely and without immediate supervision and working with senior leaders to accomplish goals with the ability to lead and provide employee development.
• Demonstrated ability to steward projects and coordinate the efforts of others.
• Demonstrated ability to work effectively with employees at all levels of the organization and outside stakeholders.
