Job Duties
The Department of General Services (DGS) is seeking a skilled Technology Sourcing Liaison to serve as the primary point of contact between DGS Division of Purchases and Supply (DPS) and VITA for enterprise goods and services sourcing events that involve technology components not classified as “technology” by definition. This includes items such as vehicles with embedded smart technology, services utilizing digital platforms (e.g., armored car services with GPS tracking), and other procurements where technology is a functional component but not the core deliverable. This role ensures that technology-related considerations are appropriately addressed in enterprise procurement planning, sourcing events, vendor engagement, and ensures compliance with Commonwealth IT standards and policies.
Key Responsibilities include:
- Act as the agency’s liaison with VITA for enterprise sourcing events involving technology-adjacent goods and services.
- Collaborate with DPS, legal, and business units to identify technology components in non-technology procurements.
- Coordinate with VITA to ensure compliance with Commonwealth IT policies, standards, and security requirements.
- Review and interpret technical specifications, vendor proposals, and contracts for technology-related elements.
- Facilitate risk assessments and security reviews for services involving data transmission, smart devices, or digital platforms.
- Support the development of solicitation documents (RFPs, IFBs) to ensure clarity and completeness of technology-related requirements.
- Track and report on enterprise sourcing events involving technology components to ensure alignment with agency and VITA objectives.
- Provide guidance and training to agency staff on identifying and managing technology-adjacent procurements.

This position will be located in Richmond, Virginia and must report on-site. This position is eligible for a hybrid telework schedule (telework up to 2 days/week) upon completion of an approved telework agreement.
This position is open to current State Employees of the Commonwealth of Virginia.
Minimum Qualifications
- Strong understanding of IT concepts, especially as they relate to embedded systems, smart technologies, and digital services.
- Familiarity with Commonwealth of Virginia procurement processes and VITA policies.
- Ability to interpret technical documentation and translate it for non-technical stakeholders.
- Excellent communication and stakeholder management skills.
- Analytical thinking and problem-solving abilities.
- Experience with contract review and vendor management.
- Ability to manage multiple projects and priorities in a fast-paced environment.
- Knowledge of cybersecurity principles and data privacy considerations.
- Current VA State Employee.
Additional Considerations
- Experience working with VITA or in a state government technology or procurement role, is preferred.
- Certifications such as PMP, ITIL, or Virginia Contracting Associate (VCA) are preferred.
