Job Duties
The Director of IT provides strategic leadership for all technology initiatives at the Virginia Employment Commission. This role plans, directs, and coordinates IT activities to ensure secure, efficient, and innovative delivery of services that advance agency goals. The Director sets the vision for modernization, drives digital transformation, and fosters a culture of collaboration and innovation within the IT department. As the backup Agency Information Technology Resource (AITR), the Director also supports statewide IT governance and coordination with VITA.
Job Duties:
Develops and implements agency-wide IT strategy aligned with VEC and Commonwealth objectives.
Establishes IT governance, policies, and standards to ensure compliance and operational excellence.
Leads digital transformation initiatives and champions adoption of emerging technologies.
Directs IT managers and staff, fostering a culture of accountability, innovation, and continuous improvement.
Oversees workforce planning, recruitment, and professional development for IT personnel.
Develops and manages IT budgets, ensuring cost optimization and compliance with state guidelines.
Manages vendor relationships and negotiates contracts to support strategic initiatives and innovation.
Serves as the backup Agency Information Technology Resource (AITR), coordinating with VITA and representing VEC in statewide IT governance.
Partners with data leadership to advance analytics and data governance strategies.
Aligns IT systems and solutions with business needs to improve service delivery and efficiency.
Communicates IT vision, priorities, and project impacts to executive leadership and stakeholders.
Promotes collaboration across business units and encourages experimentation and modernization within IT operations.
Minimum Qualifications
Strategic IT planning, governance, and modernization.
Strong leadership, decision-making, and communication skills.
Experience with public sector IT governance and VITA standards.
Ability to manage large-scale budgets and vendor contracts.
Skilled in project management, change management, and innovation leadership.
Familiarity with data governance, analytics, and application lifecycle management.
Awareness of emerging technologies and their impact on public service delivery.
Additional Considerations
Advanced degree in IT or Business Administration.
Certifications such as PMP, ITIL, CISSP.
Experience with VITA systems and federal compliance frameworks (e.g., NIST, CMMC).
