About the Agency
The Virginia Department of Fire Programs serves the citizens of the Commonwealth by enhancing public safety through supplemental funding to local governments, education, and training to first responders, fire prevention and life safety education through community risk reduction and statewide fire code enforcement.

About the Position
This position ensures financial compliance for VDFP’s grant awards and entitlements made to 322 jurisdictions throughout the Commonwealth. This position will be responsible for but not limited to preparing project agreements and issuing awards for VDFP’s grants program; assisting with the agency’s grant-making activities as it relates to the administrative functions for all VDFP federal/state grants; and ensuring compliance with all regulations and requirements. The incumbent of this position will provide funding guidance and support to grant awardees and stockholders in the fire community; apply for federal funding to ensure additional funding sources are available to provide support for agency programs; and implement policies and procedures by which the agency administers its financial assistance programs. This position will also be responsible for providing training on the grant program parameters and procedures and assists with the development and review of the Agency’s budget (General and Non-General funds).

Minimum Qualifications

●Experience demonstrating the ability to interpret and analyze financial rules, regulations, policies, and procedures to evaluate financial compliance.
●Knowledge of accounting principles and budgeting practices.
●Considerable knowledge of state and federal grant funding program regulations/procedures, practices, and policies.
●Experience working as a member of a team as well as a subject matter expert providing technical guidance in an organization with a diverse customer base and staff.
●The ability to effectively communicate orally and in writing, must convey complex information in a public facing environment.
●Experience demonstrating the ability to work on multiple projects and meet deadlines.
●Extensive experience working in the field of customer service with internal and external stakeholders.
●Proficiency using calculator, MS Word, Excel, PowerPoint, Google, and Internet Explorer.
●Background check and valid driver’s license and satisfactory driving record required.

Additional Considerations

●Experience demonstrating knowledge and understanding of revenue and expenditure processing.
●Considerable experience demonstrating knowledge of grant life cycle to include performing grant needs assessment, grant sourcing, developing grant proposals, and grant closeout process desired.
●Considerable experience in the fields of financial analysis, accounting, auditing, grant financial management, and federal and state grant programming and procedures desired.
