This is an hourly/wage position and is not entitled to the Commonwealth of Virginia’s state benefits package. This position is limited to no more than 1500 hours in a 12-month period and averages no more than 29 hours a week.

The Virginia Department of Social Services (VDSS) is currently seeking 2 part-time ICPC Program Consultant Sr. in our Division of Family Services. These positions are responsible for managing an ICPC caseload to ensure the safety of youth in foster care. public and private adoption, and residential placement paperwork is transferred to the Local Department of Social Services (LDSS) and various states timely and accurately. The successful incumbents will also conduct ICPC training with LDSS staff, courts, private attorneys, and other partners. The program effectiveness is determined by the number of children in one of the above mentioned categories who move into Virginia and the number of children who move from Virginia to other states. These positions are responsible for forwarding the paperwork that will allow these children to move into a safe, secure, and stable placement.

Minimum Qualifications

  • Experience in Foster Care and Adoptions.
  • Considerable social work practice in a local department of social services.
  • Demonstrated ability/experience to interpret and apply federal and state policies and procedures.
  • Considerable knowledge/experience of local agency organizational structure and practices.
  • Experience working with customers and resolving complex issues.
  • Demonstrated case management experience.
  • Skills in communicating effectively, both orally and in writing with internal and external customers.
  • Demonstrated ability to organize, prioritize and manage large caseloads.
  • Ability to work independently, and collaboratively as a team member.

Additional Considerations

  • Experience and knowledge working with ICPC.
  • Understanding of Kinship practices.
  • Knowledge of ICAMA.
