The IT PMO serves as a strategic partner and leader in support of high-impact IT initiatives from the Project Portfolio in a dynamic, fast-paced environment. This role will collaborate with mission-aligned teams across the Department of Labor and Industry to deliver strategic outcomes. This role is responsible for analyzing business processes, gathering and managing requirements, and working with stakeholders and cross-functional IT teams to design and implement solutions that enhance operational efficiency and business value.

Compensation:

This position offers a competitive salary, $80,000 - $100,000 commensurate with experience, plus full state benefits. Please note, the agency will not entertain salary negotiations outside of the advertised salary range.

What will you do?

Requirements Gathering & Analysis
• Collaborate with stakeholders to understand current state and business needs.
• Identify inefficiencies, pain points, and improvement opportunities.
• Document functional, non-functional, and technical requirements.

Requirements Management
• Maintain traceability of requirements throughout the project lifecycle.
• Ensure requirements are validated, prioritized, and aligned with objectives.
• Assess changes to requirements, identify impacts, and communicate effectively to stakeholders.

Process Mapping & Modeling
• Create visual representations of workflows using Lucidchart, Visio, etc.
• Define “as-is” and “to-be” process states to support design efforts.

Solution Design and Implementation Support
• Partner with technical teams to support the design of optimized solutions.
• Ensure solutions meet business needs and comply with security and compliance standards.
• Support testing efforts across IT and end-user groups.

Stakeholder Communication
• Act as a liaison between business units, IT, and ISO.
• Facilitate workshops, interviews, and presentations to gather input and share findings.

Change Management & Implementation Support
• Identify organizational and individual impacts of change.
• Assist in rolling out new processes and technologies.
• Support training, documentation, and feedback collection.

Minimum Qualifications

• Business Analysis Expertise: Considerable experience in business analysis, requirements gathering, and process modeling.

• Requirements Documentation: Proven ability to document functional, non-functional, and technical requirements.

• Requirements Management: Strong experience managing and maintaining requirements throughout the project lifecycle.

• Process Design: Considerable experience in defining “as-is” and “to-be” process states to support solution design efforts.

• Tools Proficiency: Familiarity with diagramming and project management tools such as Lucidchart, Visio, and related software.

• Communication & Stakeholder Management: Exceptional communication, facilitation, and stakeholder engagement skills.

• Security & Compliance: Solid knowledge of security and compliance standards within IT environments.

• Change Management: Considerable experience applying change management methodologies.

• SDLC & Agile Practices: Strong understanding of software development lifecycle (SDLC) and Agile frameworks.

• Problem-Solving: Demonstrated ability to analyze complex problems and propose effective, innovative solutions.

Additional Considerations

• Experience as a business analyst or project manager in a Public sector environment.
• Certification in Business Analysis or Process Improvement (CBAP, PMI-PBA, Lean Six Sigma).
• Experience evaluating and procuring enterprise-scale IT solutions and managing vendor relationships.
• Familiarity with Agile, Waterfall, and hybrid project methodologies.

Special Requirements:

• Possession of a valid driver’s license at the time of hiring or within 30 days of hiring. Position is subject to annual driver’s license record check.

• Ability to travel overnight occasionally.

• Ability to perform moderate physical activity that includes, but is not limited to, climbing stairs and ladders, bending, walking up and down inclines, occasionally lifting and carrying loads up to 30 pounds, etc.

• The selected candidate must pass a criminal background investigation, and successfully serve a 12-month probationary period effective from the date of employment if beginning employment as an original hire or re-employment.
