The Department of Medical Assistance Services (DMAS) is excited to offer a competitive opportunity to serve as the RHT Assistant Director, Grant Operations. The selected competitive candidate will provide exceptional delivery of services to the Director's Office.
Job responsibilities will include, but are not limited to:
Under the supervision of the Director of Rural Health Transformation (RHT), the Assistant Director for Rural Health Grant Operations will manage and direct the implementation of grant-funded initiatives within the Rural Health Transformation Program in Virginia, authorized under Public Law 119-21. The Rural Health Transformation Program is a five-year investment of federal grant funds to transform Virginia’s rural health care landscape. The incumbent will effectively lead, manage and provide oversight of programs implemented under the federal allocation for the duration of the five-year grant to improve health outcomes in rural Virginia.
Specifically, this position will provide comprehensive grant administration and fiscal leadership to a large and highly complex funding opportunity. This includes oversight and management of a professional staff; grants management and fund appropriations for rural health initiatives; ensures adherence to all relevant generally accepted accounting practices for grant management; assists the RHT Director with budget development and management; leads and manages competitive procurement and subcontracting processes; as well as data collection and program evaluation.
This is a restricted position, which is solely funded by the investment of federal grant funds to transform Virginia’s rural health care landscape and improve health outcomes in rural Virginia. Which is a continuous revolving grant. The availability of funding is scheduled for review annually. Continued employment is contingent on the continued availability of funds.
The business needs for this position have in office requirements to include but are not limited to requiring travel overnight (intra- and inter-state) for meetings, conferences and/or trainings several times per year. The Assistant Director for Rural Health Grant Operations will support the RHT Director in preparing and delivering presentations and updates for the Governor’s Office, Office of the Secretary of Health and Human Resources, Virginia General Assembly, DMAS Executive Leadership Team and key leadership within other Commonwealth of Virginia agencies for program implementation and maintenance. The incumbent will represent DMAS with internal and external stakeholders to develop and maintain public and private partnerships to ensure positive program outcomes as required by the Division Director.

Minimum Qualifications
Competitive candidates will meet these minimum qualifications:
Extensive knowledge of grant administration in a complex governmental setting to include funding sources, administrative requirements and cost principles.
Considerable knowledge of Generally Accepted Accounting Practices (GAAP) and financial management principles.
Considerable knowledge of public policy development, program implementation and evaluation related to healthcare service delivery.
Considerable experience using computer software including Microsoft Office Suite.
Considerable knowledge of Commonwealth, State and Federal laws and regulations related to grant writing, administration, and management.
Considerable experience meeting deadlines and successfully managing multiple priorities/initiatives.
Considerable experience engaging with internal and external stakeholders.
Considerable experience leading, managing, and mentoring a professional staff.
Additional Considerations
Competitive candidates should meet these additional considerations:
Extensive experience with federal grant administration to include identification of funding sources, drafting proposals, execution of funds and preparing comprehensive financial reports related to grant oversight.
Considerable experience with healthcare program administration with knowledge of rural health challenges.
Extensive experience developing healthcare related recommendations for executive leadership and seeing operational and administrative issues through to resolution.
