Job Duties:

The Virginia Board for People with Disabilities is seeking to hire a Grants & Contracts Administrator. This position is responsible for managing, monitoring, advising, reporting, and documenting the administrative, fiscal, and program activities of the Board’s programmatic grants and contracts. The role also oversees data management for all State Plan implementation activities and outcomes through an automated data system.

Key Responsibilities
• Lead grant and contract processes: Develop and manage procedures for awarding grants and contracts, including drafting Requests for Proposals (RFPs) and Scopes of Work for competitive and solicited grants, as well as programmatic contracts.
• Manage review and award cycles: Oversee the grant review process, recommend improvements, and implement best practices for efficiency and compliance.
• Ensure compliance: Develop and update the Board’s Grants and Contracts Manual to align with federal and state mandates.
• Coordinate reporting: Oversee programmatic and fiscal sections of annual federal reports, including year-long data collection and verification from program managers on grants, contracts, conferences, training programs, liaison activities, and policy initiatives.
• Optimize grant management: Coordinate state and federal reporting requirements to ensure effective and streamlined processes.
• Support governance: Provide assistance to Board committees as assigned.
• Manage financial and procurement processes: Oversee and document grant and contract financial transactions and procurement activities in compliance with state and federal policies, FOIA, and procurement regulations.
• Maintain data integrity: Ensure accuracy of data entered into the DD Suite database by multiple users; modify databases as needed to meet federal and state requirements.
• Generate reports: Develop and run standing and ad hoc reports from the database to support program evaluation and decision-making.
• Lead strategic initiatives: Serve as lead in developing the Program Performance Report and co-lead in creating the federal State Plan; assist with strategic state planning and performance measures.
• Train staff: Provide training on database use and reporting tools to ensure consistency and accuracy.

Minimum Qualifications:

Proficiency in Microsoft Access and Excel
Considerable knowledge and proficient use of fiscal and performance-based spreadsheets and database software.
Working knowledge of federal and state regulations governing grants.
Proficient in other Microsoft Office programs, e.g, Word and PowerPoint.
Must have strong written and verbal communication skills.

Additional Considerations:

Knowledge and experience with OMB circulars and the State Procurement Act.
