Job Duties

This position serves as Deputy Director of the agency and coordinates the work of DPB's divisions in making budget and policy recommendations to the Governor.

The organizational objective is to advise the Governor on how to wisely use public resources through analyzing, developing, and carrying out fiscal, programmatic, and regulatory policies that benefit Virginians.

Core Responsibilities

Promotes Strong Lines of Communication

• Serves as Acting DPB Director in the Director's absence
• Keeps DPB Director informed of significant or highly sensitive issues in an appropriate and timely manner
• Works collaboratively with the DPB Director, DPB Associate Directors, Governor's Secretaries, and other Governor's Office officials to develop and execute the budget for the Commonwealth, and to make data-informed recommendations and decisions on fiscal, program, legislative, regulatory, and policy issues that comply with applicable law and are consistent with the Governor's policies
• Briefs the Governor, Governor’s office staff, and Cabinet Secretaries; shares solid analytical and policy information regarding any decisions that may be sensitive or controversial. Briefings are delivered in an informed, convincing, and confident manner, and with appropriate tone and content

Coordinates, Directs, and Oversees DPB Activities

• Leads efforts to plan, develop, and coordinate the Budget Bill and creation and production of the Executive Budget Document, including the design and management of processes for soliciting budget requests and transforming analyses and policy decisions into budget recommendations.
• Directs the formulation of recommendations that cut across DPB's divisions
• Exercises independence, initiative, sound judgement, and a demonstrated knowledge of analysis techniques and program issues
• As needed, provides mentorship, coaching, and advice to DPB Associate Directors concerning sensitive or unusual issues, or matters that cut across divisions
• Conducts appropriate monitoring and quality control activities to ensure that budget and policy recommendations are thorough, appropriate, accurate, clearly presented, and timely
• Ensures monitoring of all year-end balances for the Commonwealth

Information Management

• Facilitates statewide performance management and reporting
• Oversees the maintenance, operation, and administration of the Performance Budgeting System, the Virginia Regulatory Town Hall, three legislative and reporting tracking systems, and other systems and applications used by the Department of Planning and Budget

Coordinates, Directs, and Oversees Processes

• Interacts directly with Cabinet officials, General Assembly members, agency heads, and local officials to provide advice and to make decisions regarding fiscal and policy issues, with limited involvement from the Director
• Exercises independence, initiative, sound judgment, and demonstrated knowledge when directing regulatory review, program evaluation, legislation drafting, and/or drafting/review of legislative action summaries
• Ensures that fiscal impact statement (FIS) is prepared in a timely fashion and approves FIS for issuance to the General Assembly using a peer review process to streamline review
• Ensures the content of products is appropriate and consistent with the policies of the Governor
• Maintains appropriate tracking and filing mechanisms, so that the status of documents can be determined at any time

Minimum Qualifications

• Significant knowledge of and experience with Commonwealth of Virginia governmental budgeting processes and practices, and other financial practices and policies of governmental entities
• Significant knowledge and demonstrated skills in addressing complex policy, budget, and governmental agency operational issues
• Significant knowledge of and experience with legislative processes
• Evidence of the ability to communicate effectively with upper echelon government officials (e.g., Governor, cabinet secretaries, university presidents, agency heads, legislators)
• Demonstrated skills in providing direction and leadership to a team
• Professional level training and significant experience in public administration, business administration, finance and/or accounting, planning, or government
• Significant experience managing a team of professionals

Additional Considerations

• Experience in the financial or public policy fields
• Familiarity with issues that cut across multiple government agencies
