Job Duties

Provides statewide leadership, management, administration, and coordination of special projects under Service Delivery and other programs and projects as assigned. This position facilitates the strategic planning and implements the required program components, integrates the components into the workforce development system and reports progress and outcomes. This position acts as project manager and oversees all phases of assigned projects, from stakeholder engagement to design and implementation, including tracking, reimbursement, and follow-up.

Minimum Qualifications

• Comprehensive knowledge of workforce systems, employer engagement strategies, and training program development.
• Strong skills in program design, stakeholder engagement, and performance tracking.
• Excellent communication, organizational, and project management skills.
• Proficiency in Microsoft Office Suite and project management tools.

Additional Considerations

• Knowledge of Virginia’s workforce development ecosystem.
• Familiarity with public-private partnerships and grant-funded workforce programs.
• Experience in the advanced pharmaceutical manufacturing or other targeted key industry sectors.
• Project Management Professional (PMP) Certification
