Job Duties
The Office of the Executive Secretary of the Supreme Court of Virginia is seeking applicants for the position of IT Procurement Officer with the Department of Fiscal Services. This position is responsible for carrying out the centralized purchasing functions of the Judiciary, including development and review of bid packages, contract negotiation and administration, and preparation of a variety of financial reports to support management decision making activities. The incumbent will develop and administer contractual service agreements, ensure vendor and SCV compliance with contractual terms and conditions, procures requested goods and services using the most efficient method of procurement, prepares written solicitations, evaluates responses and makes awards, and negotiates with vendors as required to ensure favorable outcomes for SCV.

Essential Duties and Responsibilities
- Analyze assigned requisitions of various IT-related goods and services, performs procurement activities in compliance with SCV and policies and procedures as well as any relevant public code such as the VPPA, using all methods of procurement
- Develops, reviews, and maintains various types of contractual agreements/term contracts for hardware, software, SaaS solutions and contingent labor in accordance with SCV's policies and procedures
- Manage and conduct innovative, complex procurements (both solicitations and identifying appropriate cooperative contract vehicles)
- Conduct RFPs for complex and high-risk procurements
- Utilize Oracle Fusion ERP application to enter requisitions, make purchases, enter change orders and generate reports
- Coordinate, assist, research and analyze scopes of work, minimum specifications, evaluation methods and criteria for development of IFBs, RFPS and RFI activities
- Plan, coordinate and conduct pre-bid/pre-proposal conferences for solicitations
- Identify and evaluate the benefits and trade-offs of cooperative procurements/agreements
- Utilize small purchase charge card (SPCC) for low dollar purchases
- Provide backup coverage to other procurement personnel as required
- Create and maintain contract files
- Manage multiple projects simultaneously
- Perform other duties as required
Minimum Qualifications
- 2 years (or more) experience in the practices and procedures concerning Virginia public procurement, as well as strategic sourcing principles and practices
- Knowledge of automated purchasing processes, including electronic requisitioning, purchase orders, procurement solicitations, etc.
- Demonstrated ability to lead/manage projects and processes that involve cross-divisional stakeholders both internally and externally
- Demonstrated ability to interpret and apply policies and procedures (both internal SCV and VPPA/APSPM), negotiate with vendors and provide status updates to internal stakeholders
- Ability to compile data accurately
Additional Considerations
- VCA or VCO or CPPB certification
- Prior experience overseeing a successful Commonwealth public procurement
- Prior experience with eVA and Oracle Fusion ERP software applications
- Bachelor's degree (BA or BS) in Business Administration or related field; or equivalent prior work experience
- Prior enterprise-level IT experience (hardware/software or SaaS solutions)
