Job Duties

The Virginia Racing Commission is vested with control of all horse racing with pari-mutuel wagering in the Commonwealth with the plenary power to prescribe regulations and conditions under which such wagering and racing shall be conducted so as to maintain horse racing in the Commonwealth of the highest quality and free from corrupt, incompetent, dishonest, or unprincipled practices and to maintain complete honesty and integrity in horse racing.

The Licensing Specialist will provide administrative and operational support for the Virginia Racing Commission’s licensing program during live race meets and other peak licensing periods. This position processes licenses and permits for qualified racing participants, licensee staff, employees, vendors, and vendor employees in accordance with established policies and procedures following completion of required background investigations. The incumbent in this role supports accurate, timely, and customer-focused licensing operations during live race meets and periods of increased workload.

Work hours may fluctuate based on race-meet schedules and operational needs. Some weekend and extended-hour work may be required during live race meets and peak licensing periods. Occasional overnight travel may be required in support of race-meet operations.

This is an hourly/wage position with no benefits. Wage positions are limited to working on average no more than 29 hours per week (1,500 hours per year from May 1 – April 30).

This position is currently located in New Kent, Virginia and the agency will be moving to Midlothian, Virginia in early 2026.

Job Duties:

•Provides administrative support for licensing operations during live race meets and peak licensing periods.
•Receives, reviews, and processes permit applications for racing participants, licensee staff, employees, vendors, and vendor employees.
•Verifies application materials for accuracy and completeness prior to issuance of permits in accordance with established guidelines.
•Performs data entry and maintenance of permit records in agency databases and tracking systems.
•Issues permits following confirmation of completed background investigations.
•Responds to telephone and email inquiries from applicants, licensees, vendors, and Commission staff regarding permit requirements, application status, and procedures.
•Maintains accurate and confidential electronic and paper licensing records in compliance with agency policies.
•Coordinates with investigators and other Commission staff to support timely processing of applications.
•Assists with tracking application workflow, deadlines, and permit volume during race meets and renewal periods.
•Provides general administrative support related to permit operations, including scanning, filing, mailing, and preparing documents and routine reports.
•Maintains professional and effective working relationships with applicants, licensees, vendors, and Commission staff.

This recruitment will be used to fill two positions. This position is not eligible for telework.

Minimum Qualifications

•Experience performing administrative or office support duties, including data entry and customer service.
•Experience using Microsoft Office applications, including Word, Excel, Outlook, and SharePoint.
•Experience using Adobe Acrobat to review, edit, and manage PDF documents.
•Strong written, oral, and interpersonal communication skills.
•Ability to manage multiple priorities and maintain attention to detail in a deadline-driven environment.
•Ability to apply established policies and procedures consistently.
•Ability to handle sensitive and confidential information appropriately.
•Ability to sit or stand for extended periods of time.
•Ability to lift and carry light office materials (up to approximately 20 pounds).
•Ability to read, write, and communicate effectively in English.
