The Virginia Department of Motor Vehicles is looking for a Commercial Carrier Program Coordinator (Lieutenant/Special Agent in Charge), in our Law Enforcement Division!

This position is open to current DMV employees statewide.  A Base Point will be assigned upon selection, based on the selected candidate's geographical location.

The Commercial Carrier Program Coordinator supports DMV administrations responsible for providing services to the public by regular guidance and direction to captains responsible for enforcement operations at the regional level. The SAC reports directly to the Chief and serves as an essential communications link with the captains. This position directs, coordinates, and monitors regional special assignments, enforcement initiatives, and statewide motor carrier operations. The Commercial Carrier Program Coordinator is also the Motor Carrier Enforcement Program Coordinator, responsible for managing the Commonwealth’s enforcement obligations under federal and state motor carrier safety programs, ensuring consistency, accountability, and excellence in commercial vehicle enforcement, and works closely with the Motor Carrier Size and Weight Program Manager to provide enforcement information and data.

Minimum Qualifications

• Thorough knowledge of motor vehicle, fuel tax, search, seizure, and arrest laws, rules and court precedents.
• Demonstrated ability to work independently and make sound decisions with minimal guidance.
• Comprehensive knowledge of laws, regulations, and policies that impact work group operations.
• Skilled at analyzing data and trends to develop strategic enforcement plans, collaborate with internal divisions and external partners, and ensure accurate reporting and documentation.
• Demonstrated leadership, strong organizational and communication skills, and in-depth knowledge of commercial vehicle regulations, safety standards, and enforcement practices.
• Skilled at program development, monitoring performance metrics, and ensuring consistent application of policies to enhance roadway safety and operational effectiveness.
• Demonstrated ability to expertly supervise and/or manage law enforcement operations at the work group level.
• Keen ability to interpret, explain, and apply policies and procedures, and state laws and regulations as well as applicable federal laws and regulations and communicate them effectively.
• Demonstrated ability to communicate effectively and professionally orally and in writing.
• Skilled at conducting research and analysis of issues, producing and presenting reports of findings and conclusions.
• Skilled at solving problems.
• Skilled at using a personal computer, peripheral devices, wireless devices, and office productivity software used by DMV.
• Skilled at using firearms, intermediary force weapons, standard issued police equipment, radio communication equipment.
• Skilled at safely operating a motor vehicle (police equipped) under a variety of conditions including emergencies.
• Demonstrated ability to work under pressure of time constraints and changing priorities.

Additional Considerations

• Ability to provide leadership and technical guidance to enforcement personnel, support training and development, evaluate performance, and coach and mentor staff in commercial motor vehicle enforcement practices.
• Demonstrated experience coordinating commercial carrier operations, managing enforcement priorities, and overseeing multiple initiatives while ensuring compliance with state and federal regulations.
• Working knowledge of commercial motor vehicle safety standards, inspection procedures, and applicable regulatory frameworks, with the ability to apply policies consistently and effectively.
• Experience analyzing data and performance metrics to guide enforcement strategies and improve operational outcomes.

MUST possess Virginia DCJS certification as a law enforcement officer. MUST comply with statutorily specified minimum qualifications for law enforcement officers (§15.2-1705, Code of Virginia), including a satisfactory criminal history records check, background investigation, and physical examination; MUST possess a valid driver’s license and a driving record that reflects a sense of safety and responsibility; willing to work irregular hours, travel overnight, and endure personal risks; must reside in the Commonwealth of Virginia, and within a 50 mile or 75-minute drive time of assigned BasePoint, per agency policy; must be willing to establish residency within 90-days to satisfy policy requirement.
