The Richmond and Henrico Health District is currently seeking 3 Public Health Nurse Seniors. A PHN Senior provides non-supervisory leadership and serves as a nursing program expert in one or more nursing services/programs district wide. Develops program goals, objectives, policies and procedures, reports program performance to funding sources and agency staff, serves as primary contact for staff and external inquirers about the program/service, monitors service delivery for compliance to applicable policies and procedures, and promotes the program to increase utilization and public awareness. Functions as a part of the clinic team by preforming nursing assessments, may perform lab tests, take measurements, develop, and implement care plans, including the administration of medication and case management. May supervise support staff. Actions require licensure as a RN by state code. Below is a brief description of the three positions posted.
The PH Nurse Senior for PAS (pre-admission screening) will be responsible for maintaining employee the EPAS program and providing direct services for clients related to long-term care screenings. Serves as Henrico PHN staff liaison for PAS and supports all initiatives for the district staff. Maintains District’s local PAS Manual, supports screening and appeal processes, provides training for onboarding/orienting staff to PAS as required, and oversees their required clinical trainings. Patient care duties include supporting PAS case management screenings by doing daily screening assessments on clients, and processing appeals for children and adult screening investigations as directed by DMAS or the supervisor. Oversees the UAI phone line process and the management of PAS records. Supports RHHD clinical teams when needed with outreach or other related duties. Maintains knowledge and competencies in a wide range of disease response duties and remains prepared for new and emerging conditions. This incumbent will be expected to work in our Eastern Henrico Health District office (1400 N Laburnum Ave) and/or other locations such as other district offices and offsite areas in the community as needed. Mileage reimbursement is available for any work-related travel. Typical work hours are Monday-Friday 8:00 am - 4:30 pm, though occasional off hour events may be required based on agency need.
The Public Health (PH) Senior for Sexual Transmitted Infection (STI) for Clinical Services has programmatic responsibility for the delivery, management, and oversight of STI prevention and treatment programs within a health department or clinical setting. Clinical care delivery includes comprehensive nursing assessments, physical examinations and taking detailed medical and sexual histories, administering or dispensing medications according to medical standing orders and program protocols, and monitoring patients for adverse reactions, and providing patient counseling and education. QA/AI initiatives to track number of STI labs done by both Quest and LabCorp, number of positive STIs in various categories, and other duties as assigned.
This incumbent will be expected to work in our Eastern Henrico Health District office (1400 N Laburnum Ave) and/or other offsite areas in the community as needed. Mileage reimbursement is available for any work-related travel. Typical work hours are Monday-Friday 8:00 am - 4:30 pm, though occasional off hour events may be required based on agency need.
The PH Senior for FP Clinical Services will be responsible for managing the Family Planning clinical service needs in the Richmond Health District, including Title X requirements. This includes individual client Family Planning long-term care follow up, conducting required audits per Title X and VDH policy requirements, ensuring staff are up-to-date in Family Planning training, problem-solving clinic issues, and maintaining Richmond Title X requirements. This staff member will also support Community Health needs at the agency, including serving as a subject matter resource as needed for nursing-related community health needs. This incumbent will be expected to work in our Richmond Health District Office (400 East Cary St), Mosby Resource Center (1536 Coalter Street, Richmond VA 23223), and/or other locations such as other districts offices and offsite areas in the community as needed. Mileage reimbursement is available for any work-related travel. Typical work hours are Monday-Friday 8:00 am – 4:30 pm, though occasional off hour events may be required based on agency need.
VDH requires all Health-Care Personnel (HCP) to provide documentation of immunization or evidence of immunity to the following: hepatitis B, measles, mumps, rubella, and varicella; a one-time dose of tetanus, diphtheria, and pertussis (Tdap) vaccine regardless of the interval since the last dose of tetanus-diphtheria (Td) vaccine was administered (Td or Tdap boosters shall be received every 10 years); and the current year's seasonal influenza vaccination.

Minimum Qualifications
• Experience functioning in a leadership role; experience and ability to function independently in the home/clinic/community/school settings and prioritize workload.
• Exercises sound nursing judgment; effective verbal, written, interpersonal/physical assessment skills.
• Experience and ability to enter, review, analyze data and statistics and produce reports and/or recommendations from such information; ability to work in a fast paced, data driven environment.
• Experience and knowledge of nursing process, health maintenance, disease processes, physical and behavioral sciences, case management process and basic principles of epidemiology.
• Work effectively as a member of the multidisciplinary health care team.
• Knowledge and experience in use of computers and computer applications; including Internet, Microsoft Office, and Google Mail applications.
• Experience and ability to work with diverse cultural backgrounds.
• May travel and some weekend and/or evening hours may be required.
• Excellent communication, data interpretation and computer skills.
• Must be able to demonstrate decision making skills, teaching, interviewing, counseling skills and the ability to analyze problems/situations and problem solve.
