Job Duties
The VCRC Director manages the day-to-day operations of the Virginia Community Resource Center. This position supervises the assigned Administrative Assistant and Operations Manager, while overseeing the partnership for 18-20 in-house partner agencies and non-profit organizations. This includes managing the leasing process as well as ensuring the customer service, building maintenance and safety of the customers are all within state policy and procedures. The VCRC Director ensures the mission to provide local and state support to Petersburg and Tri-Cities veteran population, and community at large is met.
In addition, the VCRC Director conducts outreach in Tri-cities area to bring organizations and agencies into the center to share their service to the VCRC customers. The VCRC Director administers fiscal and other resources to properly support the Center. The VCRC Director reports directly to the Deputy Commissioner.
Minimum Qualifications
The Director of the Virginia Community Resource Center (VCRC) provides strategic leadership and operational oversight for a multi-partner, community-based center serving veterans, their families, and the broader Tri-cities community.
Working within a collaborative, multi-agency public-sector environment, the Director provides leadership that balances long-term strategic planning with oversight of daily operations across staff and partner-delivered services to ensure accessible services and sustainable operations. The Director builds and sustains strong partnerships with community organizations, local government, and state agencies.
This role reports to the Deputy Commissioner and is responsible for advancing the Center’s mission, ensuring effective coordination of services, and maintaining consistent local and state support for the Petersburg and Tri-cities veteran population and the broader community.
Additional Considerations
The Director will:
1. Set strategic goals for the VCRC in alignment with the priorities of the Department of Veterans Services (DVS), the Commonwealth of Virginia (COV), and the City of Petersburg, focusing on the needs of veterans and their families.
2. Develop, implement, and monitor metrics to drive accountability, track outcomes, and measure progress across programs and partnerships.
3. Ensure compliance with Commonwealth of Virginia and DVS policies and procedures across all on-site partners including non-profit orgranizations, and foster a safe, welcoming, and dignified environment for clients, staff, and visitors.
4. Identify, recruit, and retain partner organizations that expand access to veterans’ benefits, employment, education, health care, and social services.
5. Plan and oversee outreach, communications, and community engagement to increase awareness and utilization of VCRC programs and services throughout the Tri-cities region.
6. Lead financial planning and fiscal stewardship of VCRC in collaboration with DVS Finance and leadership, including establishing and maintaining the operating budget and implementing a sustainable cost-sharing model with on-site partners.
7. Lead and supervise VCRC team members from DVS and the City of Petersburg to ensure coordinated, efficient, and client-centered facility operations.
8. Lead lease and space management, coordinating with DVS HQ staff and the Department of General Services (DGS) Division of Real Estate Services (DRES) on the primary facility lease and on-site partners’ sub-leases.
9. Oversee facility operations and maintenance, coordinating repairs, upgrades, and system outages with the landlord, facilities staff, and vendors to ensure continuity of services.
