Job Duties

Position Overview

The Director of Organizational Excellence at the Library of Virginia plays a pivotal role in shaping a high-performing, inclusive, and forward-thinking workplace. This position champions strategic alignment, continuous improvement, and a culture where people thrive and grow. Reporting to the Deputy State Librarian, the Director provides both vision and leadership to ensure the Library remains a mission-driven public institution and an employer of choice.

This role blends evidence-based decision-making with a people-centered approach, drawing on best practices from cultural heritage institutions to guide workforce planning, organizational development, and assessment.

Key Responsibilities

Organizational Performance & Assessment

•Design and implement assessment tools and performance metrics tailored to libraries and archives.
•Lead organization-wide assessment initiatives that evaluate program impact, staff engagement, and service effectiveness, using both qualitative and quantitative methods.
•Analyze organizational data and translate insights into actionable strategies that enhance effectiveness and efficiency.

Strategic Direction & Project Management

•Establish and promote project management standards that foster transparency, collaboration, and accountability.
•Lead cross-functional initiatives that drive innovation and advance institutional goals.
•Partner with Library leadership and management to align departmental objectives with broader agency priorities.

Organizational Development & Culture

•Champion initiatives that build internal capacity, encourage professional growth, and strengthen team cohesion.
•Foster a positive, inclusive workplace culture rooted in trust, open communication, and shared learning.
•Facilitate opportunities for staff engagement, feedback, and recognition to support a motivated and agile workforce.

Human Resources Liaison

•Act as the Library’s primary liaison to DHRM Shared Services Center for all HR matters.
•Advise leadership on workforce planning, organizational structure, and compliance requirements.
•Coordinate timely delivery of HR services and policy guidance.

Minimum Qualifications

•Demonstrated experience enhancing organizational performance through one or more of a) strategic planning, b) assessment, and/or c) process improvement initiatives—ideally within a cultural heritage institution.
•Strong facilitation and communication skills, with the ability to engage diverse stakeholder groups and foster collaboration.
•Deep commitment to diversity, equity and inclusion in organizational development.

Additional Considerations

•Course work in public administration, organizational development, management, or a related field (including libraries or archives).
•Certification in project management (e.g., PMP, Lean Six Sigma).
•Experience working in a library, archives, or museum setting.
