About the Agency
The mission of the Virginia Department Fire of Programs is to serve the citizens of the commonwealth by enhancing public safety through supplemental funding to local governments, education and training to first responders, fire prevention and life safety education through community risk reduction, and statewide fire code enforcement.
The Agency provides: Operational Support & Technical Assistance - As a Virginia Emergency Support Team (VEST) agency, providing both operational and technical assistances to communities in need during emergency and non-emergency situations.
About the Position
The VDFP Branch Chief of Training and Operations is responsible for the oversight and management of all aspects of fire services training delivered by the agency and ensures sound management of the Training and Operations branch. This position is responsible for directing all programmatic budgets for the branch (over $5M), personnel and operational activities within Training & Operations as related to both VDFP delivered/supported training and emergency response (field and EOC). This position is responsible for providing overall supervision of VDFP training and response activities, to include but not limited to the VDFP staff and VDFP assets (training trailers & props). This position is responsible for the agency’s accreditation and serves as the agency’s liaison to the national accrediting bodies, ProBoard and IFSAC. In this position, the Branch Chief of Training and Operations will serve as a subject matter expert and agency point of contact responsible for establishing and maintaining effective partnerships. This position will also serve as a liaison to state, federal, and non-government organizations within the state and provide direct access to the full array of services and assistance offered by VDFP. This position will drive training initiatives and efforts for Virginia's Fire Service.
This position has a Virginia Emergency Support Team (VEST) assignment and is designated as essential personnel. Provides support during an emergency incident either within the Virginia Emergency Operations Center (VEOC), in a field assignment or in support recovery operations. Maintains 24/7/365 situational awareness throughout the state. Ability to serve as an agency spokesperson if needed. Employees may be required to work during emergency situations, such as inclement weather and natural or man-made disasters/events as directed. This may require irregular work hours, work at locations other than the official duty station, and may also include duties other than those specified in the employee’s official Employee Work Profile/job description.
Minimum Qualifications
- Comprehensive knowledge of fire services management, operations and training.
- Knowledge of National Fire Protection Association (NFPA) codes of standards; applicable provisions of the Code of Virginia (COV); and the needs of the volunteer and career fire services.
- Extensive background in accreditation management.
- Experience demonstrating considerable knowledge of adult training development and delivery to include a working knowledge and ability to oversee all aspects of training programs and emergency response support in accordance with federal, state and local policies and program regulations.
- Experience demonstrating the knowledge of emergency preparedness and response to the state, local and federal government levels.
- Experience demonstrating the ability to plan and direct safety and field training activities; accurately assess training delivery and safety for both instructors and students.
- Experience demonstrating considerable knowledge of budget and project management.
- Experience demonstrating considerable exp providing personnel management, leadership, and coaching to subordinate staff.
- -Experience demonstrating the ability to compile and analyze data from a wide range of sources; prioritize requests for assistance; allocate resources effectively; and monitor/direct activities for organizations at various levels of government, as well as private organizations, during emergencies/disasters.
- Experience demonstrating the ability to effectively interpret government policies, regulations and guidance, and apply it to program aspects as appropriate; evaluate information from multiple sources and work effectively and cooperatively to align program strategy with new information.
- Ability to work in complex, strenuous environments and adapt quickly to changing environments.
- Considerable skills in the use of computers - Microsoft Office and associated software.
Additional Considerations
• A work history demonstrating considerable experience as a senior manager, Chief Training Officer, Chief Officer, and/or Fire Chief in the Fire Service is highly desired.
• Experience executing the National Fire Academy’s (or comparable training entities) best practices in fire service training.
Special Requirements:
Licensure: Valid driver’s license. Ability to travel to all seven (7) of the geographic divisions to perform the required duties; overnight travel may be required. Ability to successfully qualify for U.S. Government Security Clearance. U.S. Citizen at least 18 years of age; no felony or serious misdemeanor convictions. A one-year probationary period is required of all newly hired and re-hired employees.
