Job Duties

To act as a thought and analytical partner and insight creator within the Information Technology Services Team. Through innovation and analytical rigor, out team tackles high-leverage workforce issues and drives insights that propel the agency forward. This position is responsible for supporting IT systems and processes through requirements evaluation, process improvement, and effective stakeholder communication. This role applies fundamental IT concepts and practices to ensure the quality, availability, and reliability of technology services that meet business needs.

Minimum Qualifications

• Knowledge of the fundamental design concepts and methodologies, practices, procedures, and guidelines as related to the Systems Development Lifecycle; system workflows; data analysis; design, development, testing, and implementation; business process re-engineering concepts; project management methodologies; quality assurance techniques; and information security systems.


• Strong technical and data management skills in addition to strong written and oral communication; interpersonal, customer service and stakeholder engagement; proficiency in negotiation and influencing strategies; analytical thinking and sound decision-making; project management and evaluation capabilities; and problem-solving skills.


• Ability to observe and document processes; identify and confirm user requirements; modify system specifications; translate end-user business needs into functional requirements; deliver concise, accurate information; effectively partner with senior leaders to address high-leverage, high-visibility challenges; resolve issues spanning technology, operations, and workforce programs; identify business challenges and opportunities for improvement and apply analysis to develop strategic and tactical recommendations; and make decisions grounded in analytics and sound business judgment to achieve both short- and long-term goals.

Additional Considerations

• Experience managing and coordinating IT projects and serving as an IT Business Analyst; thriving in fast-paced, entrepreneurial, and dynamic environments; conducting comprehensive business requirements analysis; and driving process development and improvement initiatives.

Emergency Closings/Telework Requirement:

In order to meet customer demand and provide continuity of business services during an emergency closing, you are required to telework from your residence and maintain your normal work schedule (unless otherwise directed) during emergency closings involving delayed openings, early dismissals, and/or full-day closings. DHRM Policy 1.35, Emergency Closings, states that supervisors/managers may permit a non-essential employee, who are not normally eligible to telework, to telework during an emergency closing provided the employee has the necessary tools to meet agency IT security standards. In the event of a loss of utilities (e.g., power outage) notify your supervisor immediately. Failure to comply could result in disciplinary action under Department of Human Resources Management Standards of Conduct Policy 1.60. Further direction will be provided by your immediate management chain.

Position maybe eligible for telework after 90 days.
