Job Duties

For more than three decades, the Virginia Lottery has worked to build a strong reputation, one synonymous with providing fun, entertaining experiences and doing so responsibly and with integrity. Proceeds from traditional Lottery games support K-12 public education in Virginia. Taxes generated by sports wagering and casino gaming, which are regulated by the Lottery, benefit other priorities of the Commonwealth.

The Virginia Lottery is currently seeking a Quality Assurance and Change Control Manager to join our Information Technology Services Department.

Note - This position requires in-office work three days per week including Tuesday and Wednesday.

The Quality Assurance & Change Control Manager oversees both the Quality Assurance (QA) and Change Control functions for the Virginia Lottery’s systems, applications, gaming platforms, and enterprise technologies. This position provides leadership, direction, and hands-on expertise in planning, organizing, coordinating, and executing systems testing, QA methodologies, Change Control processes, installation procedures, and release readiness.
This role ensures that systems are implemented, tested, documented, and deployed in accordance with required standards, business needs, regulatory constraints, and industry best practices. The position serves as the technical and managerial lead for QA environments, change control activities, automated testing tools, software turnover procedures, and post release validation.

This position requires strong collaboration with business partners, development teams, operations, vendors, and leadership to ensure system integrity, reliability, and performance across the full lifecycle.

Quality Assurance, Requirements, and Testing duties:
• Plan, direct, execute, and track QA and testing activities supporting enterprise systems and gaming technologies.
• Conduct functional, performance, regression, and user acceptance tests according to established test plans.
• Maintain ownership of QA environments, tools, and system access including gaming systems, automation tools, and JIRA configuration.
• Create and manage requirements documents, user stories, test plans, and technical specifications.
• Ensure testing effectiveness through metric-driven analysis and continuous improvement.
• Provide guidance to technical teams to ensure clarity of requirements, design expectations, and delivery quality.
• Oversee documentation of testing outputs, scope documents, process flows, and artifacts.

Change Control Operations duties:
• Oversee coordination, scheduling, and execution of change control testing and implementation activities.
• Manage testing and installation of internal and external application systems, third-party software, interfaces, patches, and system updates.
• Direct the work of Operations Analysts in testing, system installation, scheduling, and interface validation.
• Review software turnover documentation and ensure proper approvals, sign offs, and compliance.
• Validate installation plans and oversee deployment, back out procedures, and recovery processes.
• Ensure documentation of procedures, controls, and operational impacts prior to implementation.
• Adjust schedules and implementation timelines to meet management and release deadlines.

Leadership & Team Management duties:
• Manage, coach, mentor, and develop QA and Change Control team members.
• Promote an agile, collaborative, and metrics-driven work environment.
• Set performance expectations, conduct evaluations, and support professional development.
• Coordinate team workload distribution, resource allocation, and project prioritization.

Customer Engagement, Communication & Cross Functional Coordination duties:
• Work directly with business partners to align system capabilities with business goals.
• Serve as liaison between technical teams, operations, and stakeholders.
• Communicate project updates, testing results, action items, and risks clearly and proactively.
• Collaborate with System Infrastructure Center, Network Infrastructure Center, Operations, and Development teams to ensure unified and consistent release management.

Minimum Qualifications

• Bachelor’s degree in Information Technology or related field.
• 7+ years of experience in QA, systems testing, business analysis, or IT operations.
• 10+ years of IT experience including testing, installation, deployment, and change management preferred.
• Professional certifications such as CBAP, PMI PBA, ISTQB, CMST, or CSTE preferred.
• Extensive knowledge of QA testing methodologies, tools, and best practices.
• Deep understanding of change control processes, software turnover procedures, and system installation requirements.
• Strong understanding of test environment setup, data configuration, and security considerations.
• Knowledge of database structures, query tools, and enterprise application deployments.
• Ability to write detailed installation, test, back out, and validation plans.
• Experience with JIRA, testing tools and methods, Microsoft technology stack, and automation tools.
• Strong management, coaching, and mentoring skills.
• Ability to manage multiple projects, priorities, and deadlines under pressure.
• Ability to resolve conflicts, negotiate requirements, and guide teams through change.
• Excellent written and verbal communication skills for technical and non-technical audiences.
• Demonstrated effectiveness in managing QA and Change Control functions.
• Ability to ensure system integrity, reliability, and successful deployments.
• Strong organizational, analytical, and time management skills.
• Ability to give constructive feedback and maintain high standards of quality.

A comparable amount of training and experience may be substituted for the minimum qualifications.
